The Arts Garage: Fulfilling Its Vast Promise

Unique experiences such as a reading and “playwright talk back” distinguish Delray’s Arts Garage.

When Marjorie Waldo took the reigns of The Arts Garage three years ago the organization was in crisis.

While The Arts Garage had earned a lot of applause  for its edgy programming and for presenting a wide range of jazz and blues artists in an intimate setting, the organization had become a political lightning rod with messy finances.
Enter Ms. Waldo.

Thanks to her leadership, a stellar board of directors and a dedicated corps of volunteers today the Arts Garage is on solid footing and is no longer a political punching bag.

When Ms. Waldo, a former school administrator, came aboard one of the initial “fixes” was to cancel  the theater season, a necessary financial decision but not an easy one for someone who has a degree in theater from the University of Virginia and is passionate about the magic of the stage.

So I was intrigued when I saw tickets go on sale for “The Monroe Doctrine”, a new play by Mark Scharf (remember that name) a celebrated American playwright.
Was theater making a comeback at the Arts Garage?
Yes, but in a wise move, the Arts Garage will dip it’s toes back into the theater world in a measured and financially sustainable way.

“The Monroe Doctrine” was a play reading, featuring a very talented cast of local actors. It was not a full fledged production with sets, producers, a full run etc.
The reading was a great success. The play is wonderful, the audience was engaged and the playwright was there to answer questions and share insights. In short, it was a unique experience. Intimate, unique and special.
This is how theater could work at the Arts Garage.

Perhaps readings, new works, playwright “talk backs” and opportunities to talk to the cast is the formula for success.

The Arts Garage has a wonderful “black box” theater nd there is clearly an audience for smart plays and readings.

So keep your eye on The Arts Garage. The organization remains an important player in Delray’s arts and cultural scene.

Many of the people in the audience were acting students at the Arts Garage which was a cool footnote. (I always wanted to act, but I have a face for radio).
After all the turmoil and tumult, it’s heartening to see The Arts Garage emerge on sound footing and firmly focused on the mission with an engaged leader who clearly loves her job.

Ms. Waldo is a former school administrator, I got to know her when she ran the Youth Enrichment Vocational Center, an innovative charter school founded by two close friends from the Delray Beach Police Department Johnny Pun and Fred Glass. As an educator, Marjorie has the requisite mix of warmth and passion mixed with an ability to manage what can be at times an unruly environment. It’s a great skill set to run an arts organization.

Still, while the finances have improved, this is a non-profit we are talking about. One that relies on the good graces of our Community Redevelopment Agency (CRA), the city and generous patrons.

So if you’re looking for a cool and important place to invest your time and charitable dollars, you may want to consider this wonderful organization.

Walkability: The Killer App

The Beatles understood walkability and walked eight days a week.

There was a story in the Wall Street Journal last week that went viral.
The piece talked about how “walkability” has become the hot new rage in car-centric LA.

The reporter wrote about how walkable neighborhoods and developments are fetching higher prices and have become a top preference of baby boomers, millennials and just about anyone who can fork over a fortune on housing close to shops, dining and cultural amenities.
In other words, what we have in downtown Delray Beach.

Our walkability is not only desirable and unique in sprawling suburban South Florida it has created value for neighborhoods within striking (or golf cart) distance of the downtown.
And yet, while we as people value walkability for the quality it brings to our communities, we sure put up a fuss when it comes to enacting policies to enable it.

As a result, there is a shortage of such neighborhoods– not only in LA, but in Florida and all points in between. Because of a limited supply of walkable neighborhoods, everything from housing to commercial rents have skyrocketed in urbanized spaces.  It’s the simple law of supply and demand: when there is more demand than supply prices spike. Hence $100 rents on Atlantic Avenue and really high prices on downtown condos in Delray, Boca and yes LA.

So what’s all the fuss about?

Why can’t we enact policies to encourage more walkable and bike friendly neighborhoods?
After all, walkability is sustainable both environmentally and economically.
Well…in order to create walkable neighborhoods you can’t have policies that preference the car. You need policies that encourage the pedestrian.
Usually that means compact and dense development, the opposite of sprawl.
Hence, the angst.
Sadly,  has become a dirty word and that’s a shame. Because density done well, density deployed strategically creates magical places. It’s all about urban design and placemaking.

But many communities get caught up in a numbers game instead of a form or design based discussion. As a result, they fight density and perhaps unwittingly support policies that preference the auto over the person. They also– I believe unwittingly–support expensive and ultimately unsustainable development. The Strong Towns movement is devoted to lifting the veil on this issue and teaching communities that by promoting sprawl they are hastening their financial ruin. They offer case study after case study using basis math to prove their thesis. Another stumbling block is parking. So much development is driven by parking.
Parking requirements drive design and uses and because structured parking is expensive, we often end up with a sea of asphalt, hardly conducive to placemaking and walkability.
The developers I know struggle mightily with this, especially since we keep reading about automated vehicles and about how the advent of self driving cars will free of us of the tyranny of the parking lot/expensive deck.
Alas, we are not there yet. And the last thing you want to be is “under parked” which makes it hard for projects to succeed.
It’s just not easy.
And yet…
We should try.

Try to learn lessons from Donald Shoup widely regarded as one of the best minds in parking around. He came to Delray a few years back and reminded us that there is no such thing as free parking. Somebody’s paying for it. If you pay taxes, guess what? It’s you.

We should also try to embrace the idea that design and form mean more than numbers and that prescriptive codes won’t allow for creativity and will hinder investment not encourage it. But form based codes enable great design if we push developers, planners and architects. And if we educate elected officials.
Walkability and placemaking are possible. But only if we aspire, incentivize (through zoning, not cash) and insist on it.

Remembering someone special

There has been a lot of loss lately. It least it seems that way to me anyway.

Last weekend, we attended a memorial service honoring the life of Susan Shaw who spent 7 years working for the Delray CRA.

Susan was the first person you saw if you went to the CRA’s offices on Swinton Avenue and the cheerful voice you heard if you called the agency.

She retired only a few weeks ago, took a bucket list trip to New Zealand, posted wonderful photos on Facebook, came home, took ill and sadly passed away.

The news devastated her family, friends and colleagues who considered her family.

Susan was a vibrant, friendly, warm soul with a great spirit. She volunteered at the Caring Kitchen and was devoted to animal rescue. She was also active at Unity Church.

Her fellow prayer chaplains and friends gave her a wonderful send off at her memorial. Unity is a special place. The sanctuary is spectacular and the warm feeling you get when you enter the church defies description. It was an apt place to celebrate Susan Shaw.

CRA Director Jeff Costello gave one of many touching talks about Susan. And it reminded me that it takes so many parts to make a village work.

Susan Shaw wasn’t a department head, her photo won’t hang on the walls at City Hall, but she was a vital part of a team. A team dedicated to building community.

She will be missed by all who knew her.

Mighty Max Delivers for the Arts Garage

E Street Band Drummer, Rock N’ Roll Hall of Famer and proud Delray resident Max Weinberg sold out two shows at the Arts Garage in February to raise money for the organization.

Max Weinberg’s Jukebox is an ingenious idea. Drawing from over 300 songs from the 60s and 70s, Max and his incredible band (three quarters of New Jersey’s Weeklings) play music that the crowd wants to hear from monitors scrolling song titles throughout the venue.

The performance was amazing with songs ranging from The Beatles and Rolling Stones to Steppenwolf and of course Bruce Springsteen. It was a party—with people dancing, singing and just having a great time.

After years behind the kit, Max proves to be a great band leader engaging the crowd, talking about his love for Delray, the Arts Garage and Haagen Daz chocolate ice cream. He even sprinkled in some yiddishisms (always a treat).

After an energetic two shows, he eagerly greeted fans backstage.

We’ve gotten to know Max over the past year and have shown him the sights of his new hometown. What impressed us the most was that he dived into all of the city’s websites reading master plans and visioning documents in an effort to understand the city. He’s a big fan of Delray Beach, especially our community’s support for the arts and culture.

He also happens to be a truly nice guy who has lived an amazing life and is generous with his time and stories.

Max is a powerful drummer with a great feel for the classic songs of the rock era. If you have a chance, run don’t walk to see the Jukebox on their tour.

P.S. we were treated to two songs by Max’s daughter, Ali Rogin, a journalist for ABC News. She did a great version of “Somebody to Love” and “Different Drum”, sounding every bit as good as Grace Slick and Linda Ronstadt.

Kudos to Arts Garage Board Chair Chuck Halberg and President Marjorie Waldo for pulling this special fundraiser off and for doing incredible work at an important local arts venue.

Happy 70th Rotary

Bexley Trail Community Park is now 106 trees richer thanks to some pretty awesome members of our community.

Community Greening teamed up with the Delray Beach Rotary Club and added 70 cypress trees and 36 slash pines to the landscape. The Rotary Club generously donated all of the cypress trees for the event, and volunteers from The Young Professionals Association of Delray Beach came out to help plant the trees.

“The Rotary Club of Delray Beach is proud to have been invited by Community Greening to improve Delray Beach’s ecosystem with the planting of 70 trees,” said Rotary Club President John Fischer.

The Delray Rotary is also celebrating its 70th birthday this year.

I was unable to attend their birthday event, which featured some past mayors but bought a few seats and I hope others had a chance to celebrate this outstanding group which has done so much for Delray Beach.

 

 

Negroni’s Trio

Speaking of the Arts Garage, we enjoyed a great show by Grammy nominated Negroni’s Trio this month.

The jazz band features a father and son duo from Puerto Rico, a bassist from Venezuela and two talented singers from Miami.

It was a joyous evening of stellar playing and singing.

The group mentioned three times during the show that the Arts Garage was their favorite venue in the world. Yep, the world.

They have good taste, catch them when they return to Delray.

Losing a community legend

A few weeks back we wrote about Vince Canning, who received a well-deserved proclamation from the City Commission recognizing a lifetime of service to the people of Delray.

Sadly, Mr. Canning passed in February, shortly after receiving the honor.

We send our condolences to Mr. Canning’s friends and family.

As someone wrote on social media, Vince Canning was part of the fabric of this community. Indeed, he was.

A very strong thread who touched a lot of lives; mine included.

 

Delray Beach Open

Congratulations to the Delray Beach Open.

The tennis event crowned a new star—20 year-old American Francis Tiafoe won his first ATP event—and set a new attendance record.

We enjoyed a few sessions and it was really great to see so many top 20 players and past legends including John McEnroe entertain local fans.

Estimated local economic impact: $17 million.

Arts Warehouse Debut

Congratulations to the Delray CRA for its successful launch of the Arts Warehouse near Third and Third.

The space is absolutely amazing and worth a visit. It will be a community asset for years to come (if the legislature and local politico’s leave the CRA alone) while also providing low cost studio space for local artists—many of whom get pushed out by gentrification.

Manager Jill Brown and her team have done a terrific job and we heard lots of oohs and ahs…as people toured the facility.

It was also nice to see Old School Square staff and board members in attendance evidence of Delray’s collaborative spirit. A rising arts scene lifts all cultural boats.

 

 

Personal Note

A lovely and astute reader called and asked why I didn’t include Old School Square in last month’s things we love feature.

Well, that’s a good question. So let me first say that I will always love Old School Square.

This list is a short list of things we love this month not a definitive list of all we love. We like to think we have a big heart and there’s simply not enough time to list everything we love every month.

But rest assured, Old School Square will always be first in our hearts and minds.

 

 

 

 

 

The Arts Warehouse, Empty Bowls & Public Service

We attended the long awaited soft opening of the new Arts Warehouse Friday night.

It was worth the wait.

Kudos to the CRA for having the vision—and the fortitude—to stick with this project near Third Avenue and Third Street in the burgeoning Artist’s Alley area of Pineapple Grove.

The addition of the Arts Warehouse which has gallery space, public space and artist’s studios will enable artists to build their skills and their clientele in a low-cost environment in a high value part of town.

Those of us who remember Pineapple Grove founder Norm Radin will remember that the original vision of the district was to be an artsy complement to Atlantic Avenue.

With Old School Square, the Arts Garage and now the Arts Warehouse, Delray Beach is rapidly building an arts and cultural scene that will keep the city relevant and interesting to residents, visitors and creatives.

The CRA’s investment in the old warehouse and its imaginative design (great job Currie-Sowards-Aguila Architects) will pay dividends for years to come.

We ran into one of my favorite local artists the wonderfully talented Ralph Papa who was beaming with excitement. Mr. Papa says it’s critical for artists to have low cost space to grow their talent and that the lack of such space often stunts or even stops artists from developing their artistic vision.

It was also gratifying to see fans and patrons of the Arts Garage and key staff and board members from Old School Square at the opening. Their presence shows support and the potential for collaboration which only leverages each organization and the city as a whole.

The CRA often endures blistering criticism for their investments—much of it way off the mark although no agency is perfect. The fact is the true mark of a good investment is whether there is a return on that investment—in terms of tax base, business activity, vibrancy and quality of life.

Time and time again for three plus decades, the CRA has consistently delivered.

My bet is that the Arts Warehouse will prove to be a solid investment yielding dividends for years to come in a myriad of ways.

Empty Bowls

I had the privilege to serve soup (delicious black bean from Cabana El Rey) Sunday afternoon at “Empty Bowls Delray Beach”.

This is the second year for this unique event at Old School Square at which we “eat simply so others can simply eat.”

 

When you think of Palm Beach County, we mainly think of our gorgeous weather, many activities and prosperity. But, even here in our beautiful county, more than 200,000 residents don’t know where they will get their next meal. Last year this event raised more than $100,000 for hungry Palm Beach residents served through the Palm Beach County Food Bank.

Not sure how they did this year, but the event seemed well attended. Kudos to the volunteers and especially Shelly and Billy Himmelrich—two amazing people—who helped to organize and promote the event.

 

The Food Bank provides food to more than 110 food pantries, soup kitchens and residential programs who serve our neighbors in need. They also provide weekend feeding packs for children (Food4OurKids), nutrition education in partnership with the University of Florida (Nutrition Driven) and connect residents with federal programs through Benefits Outreach. Each month, the Food Bank’s partner agencies serve more than 100,000 individuals across the county and annually they distribute more than 5 million pounds of food.

Those are astonishing numbers.

 

But despite the yeoman’s work of the Food Bank, the need remains great.

And particularly this time of year, when we are focused on family, fellowship and celebrations, it’s a perfect time to give back and to think of others less fortunate.

The need is year-round and unfortunately growing. Yes, there is hunger in our own backyard.

Our trip to the Glades….

Every year, the Palm Beach County League of Cities hosts its year-end meeting at a beautiful waterfront park in Belle Glade.

The event collects toys for needy children and also serves as a reunion for municipal leaders from throughout the county. County officials and state legislators also gravitate to the event for a fun afternoon of food, home grown vegetables and networking.

I like to go every year because it keeps me connected to city government. So while I have been termed out for a decade now (hold your applause), I still feel a kinship with local elected officials and staff. I also know quite a few from my era who are still serving (bless their souls) and it is fun to catch up and trade stories. (It was nice to see you, Chevelle).

We have such a vast county—which you realize when you make the long trek to the Glades.

It’s also a diverse county—with bigger cities such as West Palm and wealthy towns such as Palm Beach, sharing common challenges with smaller cities such as South Bay and Pahokee.

The League of Cities is an important organization because it’s a convener, a connector and a fierce advocate for the principles of Home Rule and the needs and interests of cities.

As the government closest to the people, local cities and towns have the ability to be nimble and affect positive change rapidly…if they are focused, determined and willing to stand up against the naysayers who exist in every town.

There’s not a lot of glory in local government service, but there could be immense satisfaction and opportunity if local leaders engage stakeholders, forge a vision and most important of all, execute.

You have to make decisions and get things done.

It’s that simple….if you choose to take advantage of the huge opportunity presented by public service.

 

The Hard Thing About Hard Things

“The hard thing about hard things.”
I overhead that line last week at Donnie’s Place.
I also heard “love is a good thing, but you can’t take it to Winn Dixie” but that’s a subject for another column.
Early morning wisdom over eggs.
I didn’t hear the answer to the first line. So I don’t know what  the hard thing about hard things is about.
But the line struck me. So I thought about it.
I was waiting for my breakfast guests on Northwest Fifth Avenue, a street that was rebuilt and beautified when I was on the commission by the CRA and a group of very committed citizens who came to meeting after meeting to plan the street.
The citizens worked with an artist from Miami on the project. He tried to incorporate the ideas of people into the streetscape including bits of local history inserted in the terrazzo sidewalks.
It was hard work.

To plan, to fund, to engage, to choose and to build. But it’s even harder to create a sustainable local economy on that street to support the effort.
Fifth Avenue has enormous potential. It looks and feels good. There are assets to build on.
The Carolyn Quince Apartments is one of those assets. It looks good, a whole lot better than the derelict building it replaced.

A block over, on Fourth Avenue, sits the historic La France Hotel.  Seniors now get to age in place– thanks to the CRA– on a site of a once neglected hotel that once served a south scarred by segregation and Jim Crow.

But that morning my mind was on the namesake of the Quince Apartments.
The building was named after Carolyn Quince Holder.
She worked for the CRA as a property manager. But before that she was a neighborhood leader, she stood tall against drug dealers who terrorized her street and grew close with police officers who tried to help clean up her part of Delray.
She was a good woman. We shared a birthday and so we spent a few together. She invited us in and we gladly entered her world and learned a lot.
About life in southwest Delray. About what’s it’s like to chase drug dealers off your lawn. About what it means to believe and to be fearless. I lived a mile and a world away –if you know what I mean. Same city. Different experience.
When Carolyn died of cancer, a part of Delray died because it’s all about the people. The people who live in the village. We forget that sometimes. I don’t.
Carolyn understood the hard things about hard things.
When she passed, the CRA named a building after her.
That act of love and respect would probably earn the CRA a tongue lashing from a few of our elected officials these days. They are good at dishing it out.
Good at sitting in judgment, playing politics with each other and engaging in games of gotcha.
Sadly, they aren’t as good at delivering results.
Every ounce of progress in this town was hard fought. I’m not sure that’s recognized in some quarters and that’s a shame.
The mayor loves to send out directives (correctives) lecturing others about the old ways.
He uses big words, drapes himself in words like accountability and aligns himself with the taxpayers.
But his syntax is off and he doesn’t hold himself accountable.
His letter to the CRA chair and director was widely circulated last week. It came less than a week after he voted to keep the agency’s board independent.
In it, he puts down a marker. Do this or else. Or else you can’t count on my support. As if they’ve ever had it.
Fair enough.
The lines are drawn. It’s in writing. You may be “independent” but you are on the shortest of short leashes CRA and if you step off the patio you’re done. Operate this way, my way, or else.
Does bullying encourage innovation and creativity?  I don’t believe so.
Why do you vote to keep something “independent” but then follow up with a letter that spells out exactly how you should operate or else?
Commissioner Shelly Petrolia was quick to line up behind the screed. No surprise there. They have more in common than either would comfortably admit.
She labeled it a directive. Which is spot on. Only  in a council manager form of government, mayors can’t issue directives. At least directives that carry the weight of official city policy.
So where does this leave us?
The CRA, which should be a symbol of civic pride, has been beaten like a piñata.
Volunteers who serve on the board have been maligned by the very people who appointed them. One of the better CRA commissioners took his name out of the running for re-appointment last week because he didn’t like what he was seeing. And so we lose yet another solid contributor. Is that a win? It’s most decidedly not.
Careers have been threatened and the mission goes unserved.
Meanwhile, the house (City Hall) that commissioners are supposed to lead struggles.
And struggle is a charitable word.
Turnover, inability to issue timely permits, endless staff shuffling and lawsuits.
When your house is on fire, most of us would try to douse the flames and save the contents. We probably wouldn’t wander down the block and criticize a neighbor’s wallpaper.
But in this case, the political arsonists are just lighting other agencies on fire.
What we are experiencing is not the strength of confident leaders. It’s the opposite.
You exude strength by standing up for people not beating them down.
The targets of these small people  didn’t suddenly become stupid or incompetent they’ve just been beaten down by bullies who have no game.
And the damage it does is incalculable. And that’s a hard thing to witness, a hard thing indeed.

Building A Brand

There will come a time when you believe everything is finished. That will be the beginning.”

Those two quotes struck me for different reasons last week. But both make a case for change, innovation and a willingness to look toward the future.

Australian marketing expert Bernadette Jiwa was referring to brands when she made that comment in a recent blog post. 
But the sentiment can also refer to cities too. 
Cities have brands and identifies too. And if you can establish a positive brand you’ll create enormous value and quality of life. 
Similarly if your brand and identity is negative, you’ll pay a price in terms of investment, quality of life, ability to attract business, staff, tourists and residents. 
So getting your brand and reputation right  is important. Check that, it’s essential. 
If you develop a reputation for dysfunction or corruption you’re cooked. Capital flows where it’s welcome. And similarly smart people migrate to where they feel assured that ideas and aspiration are not only welcome but encouraged. 
I will argue that the success of Boca Raton and Delray Beach stems from a mindset–let’s get it done, let’s build something here, let’s make it happen whatever it may be. 
For example, Boca redeveloped a moribund mall and made it Mizner Park. 
I caught a glimpse of the cover of its soon to be released Economic Development magazine on social media and it knocked me out. The city has depth and that doesn’t happen by accident. 
Similarly Delray Beach didn’t happen by accident either. It took a city, a CRA, a DDA, a marketing cooperative, a police department, homeowners, business owners and key non profits working together to take back a city from blight, crack, crime and disinvestment. 
Much was accomplished. Much remains to be done. 
Which leads me to the relevance of the second quote by Louis L’Amour which really addresses complacency and opportunity. 
Complacency is a killer. If it takes root, your gains will be squandered and competitors will eat you for lunch.
Right now, in Delray, there exists a weird combination of complacency and delusion.
Just take a look at the debate over East and West in Delray. You have some people saying the east is done (it isn’t) and others saying that basically nothing has been done west in The Set (terribly wrong). That’s the delusion part. A lot has been done:  more than $60 million spent on beautification all the way to the Interstate, improvements to Northwest/Southwest Fifth Avenue, a new library, Catherine Strong Park, a thriving Community Land Trust, anti-crime efforts, neighborhood paint-ups, the Spady Museum, the expansion of Village Academy, improved water pressure, dirt roads paved, Atlantic Grove, the Fairfield Inn, the list goes on and on. 
Nobody has ever said it’s been enough or that efforts should stop. Nobody. 
Everybody understands that a large part of the mission remains. And everyone I’ve talked to over the past 30 years is committed to doing it. 
It takes time. But if you look around or asked around you can see it happening before our eyes. A Publix is coming. That’s a big deal my friends. They wouldn’t look at West Atlantic before now. Before all that work and effort. 
East Atlantic took time and it still needs help: pockets of weakness, high rents, not enough year round commerce, a lack of office space and an over reliance on food and beverage. 
The beauty of cities is they are synergistic i.e. not zero sum games. The west wins when the east succeeds, that’s how the money grows and flows. 
Similarly, the east benefits greatly when the west succeeds. 
The first quote talks about going where others don’t dare venture. 
We went there as a city and found success. 
It wasn’t easy and it wasn’t overnight. And just as failure is hardly ever fatal, success is hardly ever final. 
But we don’t get to the promised land, we don’t taste the sweetest fruit if we are complacent and or delusional. 
We get further (but we never arrive because it’s never over) when we work together. We succeed when we acknowledge, respect, collaborate, communicate and cooperate. We get further when our brand is “welcome smart people, let’s get to work and build the best small city in the world.”

 

 

Ready, Fire Aim

Over time, political bodies develop personalities.
They tend to adopt the personalities of its strongest member or members and that can be a good thing or it can be a nightmare.
It all depends on the personality (or lack thereof) of the leadership.
I’ve observed 30 years of city commission’s in Delray Beach and have watched neighboring cities too. I’ve also paid attention to School Boards and County Commission’s.
Over that time, I’ve seen a lot.
We all have.
We’ve seen larger than life county commissioners and quieter but effective public servants.
Before Steven Abrams and Melissa McKinlay we had commissioners who loomed so large they were  known by their first names–kind of like Cher or Madonna. Everyone knew who Burt, Tony and Karen were–surnames were superfluous.
In 1980s Delray we saw rivalries and factions on the dais and tons of intrigue too. It was a volatile time. But despite the infighting at City Hall we saw the formation of historic districts, the start of community policing, the first “visions” and the creation of the CRA. Not bad.
But it was accompanied by turbulence and sadly that’s what people remember.
The 90s was an era of stability and accomplishment–a Decade of Excellence seeded by the visions and bond dollars of the 80s. The early 2000s was an era of ambition and civic entrepreneurship building on the solid foundation of the 90s.
Along the way, the progress we’ve seen–assuming you acknowledge we’ve made progress–has been driven by a wide range of stakeholders including our CRA.
If you look at any civic achievement in our eastern core over the past 32 years you can be assured that our CRA played a role–often an outsize role in making it happen.
Across the state, it’s viewed as one of the best CRA’s around and over the years scores of cities have visited Delray to pick up redevelopment tips.
But the agency’s PR has always lagged behind it’s achievements. And not for lack of effort by a variety of people who have done a solid job promoting the good works of the agency.
A common complaint over the years has been a lack of investment and focus on the West Atlantic corridor now known as The Set.
Sorry but it’s just not true.
Much has been done over the past 20 years or so and much more is planned.
Nobody has ever declared victory and said the job was done. Nobody on the CRA has ever said too much was spent–and truth is the corridors and neighborhoods west of Swinton have been a focus since at least 2000 and tens of millions have been spent that proves it.
So when I read a commissioners blog claiming that the area has been “ignored” or hear about a resolution calling for the city to take over the governance of the agency I shake my head. But I’m not surprised.
The CRA has been under assault for a long time now. And it’s a shame. It started with a politically motivated audit a few years back that found next to nothing wrong with its administration, financial stewardship and governance and has continued for the past few years with a series of threats to the agency’s role.
First it was an attempt to trim the CRA’s boundaries (a costly study that concluded the obvious: cutting the boundaries would suck county funds out of Delray which makes no sense), then it was the Monday morning quarterbacking on RFP’s and past plans and the constant pecking at the iPic project.
I can go on. But you get the picture.
It’s a shame. Because the CRA is an invaluable economic development tool, a driver of progress, a source of cash for needed projects and a proven performer.
Which brings us back to personality.
The modus operandi of late seems to be ready, fire, aim on issue after issue.

Consider the following:
–When it came time to renew the Highland Beach Fire contract (which has worked well for both cities for two decades) what do you do?  Blow it up and insult your neighbors or inquire about the deal before drawing a conclusion?
Wouldn’t it have been easier to investigate to see why it might make sense? It’s not too hard to find past fire chiefs, past city managers etc who might be able to explain why it works? If you have to raise the fee you charge– so be it. Why not explain to your neighbors that you can’t lose money providing the service? You might find you get more with honey than vinegar.
Ready, fire aim.
–How about last week’s kerfuffle over a letter from an attorney that mentioned making Delray the recovery capital of the world again?
Wouldn’t it have been easier to make a call to the chamber of commerce rather than put the issue on two TV stations, several newspapers and all over social media? Doesn’t that level of attention brand the city more than a phone call to inquire about the intention of the Recovery Business Council? Which is a good idea, by the way. You don’t improve problems by ignoring them.
And then there was the shot by the mayor that he doesn’t know who was sitting in the commission seats in 2007 when the New York Times typed the words “recovery capital” and Delray in the same sentence but by golly this commission sure wouldn’t sit by and allow it.
Well, I know the five people who were there in late ’07 (Rita Ellis, Fred Fetzer, Brenda Montague et. al) and I doubt that they either embraced the recovery capital tagline or could control what the Times writes.
Ready, fire aim.
As for taking over the CRA, it appears the leadership of The Set is united in opposition to the idea and was taken by surprise. That’s a pretty big surprise to spring on a valued constituency.

So what are the personality traits we are seeing? I see bullying, I see a lack of communication, I see going off without first getting facts, I see an unwillingness to stop and understand issues and determine rationales before setting a course that upsets key people in the community.

You may not agree with past decisions and the reasons why they were made. And you may despise the folks who made those decisions. But history is important. Time did not start on your watch.  Daniel Boorstin, a former librarian of Congress once said: “trying to plan for the future without a sense of the past was like trying to plant cut flowers.”

Indeed.
You may think those decisions were wrong or ruined the city. But plenty of people would disagree with you. I think the last election spoke volumes. People love this town. They want to see progress. Again.
So mock the past, label and disparage those who served and volunteered.
But those folks got results. They achieved outcomes.
It wasn’t blind luck. And it wasn’t ready, fire aim.
It was decisions based on citizen driven plans and assigned to agencies and departments like the CRA. And  things got done. And commission’s had control and there was accountability.
A southwest plan, the Village Academy, Catherine Strong Park, beautification from Swinton to 95, improvements to Northwest/Southwest Fifth Avenue, the creation of a successful Community Land Trust, a race relations initiative, Atlantic Grove, the Fairfield Inn, a roadway bond that paved streets, an ATP tennis tournament, a reduction in crime rates, the S.D. Spady Museum, a new library, courthouse expansion, the mitigation of sinking homes and on and on and on. Doesn’t seem like the CRA has ignored the area–but nor have they declared victory either.

Pretending those accomplishments didn’t happen and that you can’t build on them unless you take over ignores and disrespects a lot of hard work, investment, risk and leadership that has been exercised over the years and today.
Ready,fire aim is a lousy way to “lead” a city. In fact, it’s not leadership at all.
I’m told of rampant heartache at City Hall. That heartache manifests itself with unprecedented turnover. People don’t leave a place like Delray if they are happy or productive.
I also understand I’m persona non grata with certain people in power (for now anyway).
That’s ok. I’m proud of that fact.
I’m going to speak my mind. I’m going to write. I’m going to help publish a newspaper. I’m going to serve on non profit boards and try to encourage leaders to emerge. I’m also going to continue to invest here–time, money, emotion, ideas and I hope you do too. Because it’s our town too.
Those who want to see jobs, better schools, a strong, happy city staff, investment, tourism, festivals, art, culture and a sustainable city deserve better than ready, fire aim.
We deserve a voice. We deserve collaboration and we deserve kindness and respect.
Taking over the CRA would be a bad move. It’s worked for 28 years for mayor’s, commissioners, city managers and city attorneys. For some reason it’s not working for some members of this group.
You wonder if they are capable of asking themselves why.
Ready fire aim is not a sustainable strategy. We deserve a better personality. Before it’s too late.

Ahh…perspective.

Was it Nietzsche who said there are no facts, only interpretations? It’s been 30 years since my philosophy class in college so I don’t remember much, but here is my interpretation of an important topic: City/CRA relations.

After nearly two years of trying to figure out what to do with the Delray CRA—arguably the most accomplished in the state—it seems that there might be a détente between the city and the agency.

By détente—I mean an uneasy peace. Because when one entity is all powerful and shows a fundamental gratitude gap it’s hard to rest easy if you are the weaker player. In this case, the big bad CRA– with all its money, awards, track record of achievement and vision– is far weaker than the city—even if the city is wheezing, which it is. (My interpretation).

I am not an unbiased observer of this drama. My wife ran the agency for many years and I have been a fan of the CRA since moving to Delray in the 80s. If you feel this disclosure disqualifies my opinion or interpretation—jump off here because I’d like to share some thoughts.

If I had to make a list of the things I like most about Delray—and I am passionate about this city—I would be hard pressed to name something that our CRA hasn’t at least touched. From our downtown and Old School Square to our library and our attractive streetscape the CRA has played an integral role in creating value and quality of life in our community.

So if you love Delray it makes sense that you would appreciate the role the CRA has played over the past 30 years in helping transform Delray from blighted to pretty special—not perfect but pretty damn good. Now I get that there are people who don’t like what happened here and their views are legitimate and understandable. But I would bet that most people like or even love Delray Beach.  Regardless, our CRA has been a big player in the city’s evolution for 30 years.

When he was first elected, Mayor Glickstein referred to the CRA as the “New York Yankees”—and as a Yankee fan I interpreted that as a compliment. After all, no franchise has won more World Series than the Bronx Bombers.

But to some, the Yankees are the Darth Vader of sports, the evil empire loaded with big bucks and an ability to land prized free agent talent with the stroke of a check. Maybe to some– the Delray CRA by virtue of its large budget and sizable impact –is seen as a threat or a competitor.

I have heard senior city staff and a few elected officials complain about all the money the CRA has and I even watched a comical/sad financial presentation that laid out a dire budget picture for the city, despite rising property values, healthy reserves, untapped revenue opportunities and a strong bond rating.

But of course, the clouds turn into a sunny day if (only) we didn’t have a CRA that sucked up all the money that could flow into the city’s coffers—because we all know how wisely and efficiently the city spends money (see consultants and outside attorneys). The city is certainly smarter and more efficient than the CRA right?

Well, not exactly. And that’s not on a knock on my city.

I love my city. I truly do. In fact, I love it enough to criticize it.

I think City Hall is struggling right now. And I think it has been struggling for a while.

It doesn’t bring me joy to write that sentence. But pretending that all is well doesn’t make it so.

That doesn’t mean that there aren’t outstanding people at all levels who work for our city—because there are and many of them have shared with me their frustration. I believe them. And I believe in them. Always have, always will.

It also doesn’t mean that everything is broken—because it’s not. But there are issues my friends. There is tension, instability, silos and a fundamental disconnect between the city and some key volunteer leadership in this town.

There are long time stakeholders and many newcomers who feel estranged from their city government. There are many who feel that there is a lack of alignment and true dialogue with key institutions, a lack of transparency surrounding some key decisions and perhaps different goals and visions.

I’m sure that sentence will rub some the wrong way. That’s Ok; I’m willing to state what others are whispering or talking about behind closed doors. We can pretend or we can be real. There is no currency in pretense but there is opportunity in candor. Opportunity to heal; opportunity to empathize, opportunity to compromise and find solutions.

Let’s stick with the example of the CRA for a little while longer.

Over the past two years the CRA spent money on consultants and studies to justify its existence—despite 30 years of accomplishment that should be plain for all to see.

  • A vibrant, nationally renowned downtown
  • A thriving Pineapple Grove district
  • Investment south of the avenue
  • More than $60 million invested on the West Atlantic Corridor and the northwest and southwest neighborhoods
  • A  beautified Federal Highway (landscaping needs to be looked at for better sightlines) but it looks and feels better.
  • A Community Land Trust and other housing initiatives that have upgraded neighborhoods and given families a decent place to live.
  • A beautified Northwest and Southwest 5th Avenue

Private investment ranging from Atlantic Grove and the Fairfield Inn to the proposed iPic and Uptown Delray projects.

And the list goes on and on and on.

Getting rid of the CRA or messing around with its boundaries would risk $6.5 to $7 million of county money that flows to Delray every year; funds that would go elsewhere if we didn’t have a CRA. We could have saved both time and money on consultants and studies if we had just understood that pretty basic fact.

Since its inception in 1985, just about every mayor and city commissioner viewed the CRA as a partner, a teammate. They saw the CRA’s success as a point of civic pride. They saw their money as another wallet in the same pair of pants. After all, the CRA doesn’t collect TIF monies and spend it in Boynton or Boca —nope they spend it in our city. Now, you may not like or agree with where or how the money was spent. But it wasn’t spent in a vacuum. It was spent in service to a vision, a citizen driven vision.

For most of its tenure, the CRA has worked to implement a plan—crafted by their board and in service to community driven plans adopted by the city. Therefore, the agency was considered a valuable tool—not a competitor starving the city for money and glory, but rather a partner and a trusted one at that.

But that somehow changed and that’s sad in more ways that I can enumerate. So I guess I am glad to see that CRA Director Jeff Costello and City Manager Don Cooper have figured out a way to pay for the CRA to pay for more city projects and expenses—just like they always have, maybe even more so going forward.

But I was puzzled when I read in the online Boca Magazine that the Manager felt that past spending was “piecemeal”—I’m not sure what that means exactly. But it intimates that maybe the CRA was just spending “willy nilly”—after all some synonyms for piecemeal are fragmented, spasmodic, disconnected and haphazard.

Maybe the manager misspoke because the spending was anything but. Now again,  you may not like what the money was spent on—the gateway feature, Old School Square, the Eagles Nest project with Atlantic High, Carolyn Holder Court (an affordable senior housing project) or the tennis tournament. But others liked those projects and most of them came out of community plans or public input; including the tennis tournament. The radical thinking was if you have a stadium you ought to put something in it.

Just because you weren’t around doesn’t mean the projects were piecemeal.

The same piece quoted the Mayor on the long term relationship between the City and CRA. Here’s what he reportedly said: “the CRA tail had been wagging the city dog. Now, the city is guiding the CRA.”

Guiding or dictating, I guess it’s all semantics or optics. Not sure which.

But I happen to disagree with the tail wagging analogy.

Since its inception the city and citizens have guided the CRA—but it’s been a partnership, a collaboration and a successful one at that.

As mentioned before, the CRA is a tool and has been used effectively to fund and implement citizen driven visions and plans. But it’s also been a quasi- independent agency—with smart board members who focus solely on redevelopment. As such, they sometimes have an independent idea and that’s usually a good thing.

The city can always object, call a foul or walk across the street and ask questions if they see something they don’t like or understand. It’s a relationship—relationships require communication and good relationships require agreement on goals and objectives. They also require mutual trust and respect. It’s also OK to disagree here and there.

This relationship –starting under Mayor Campbell –has worked pretty well. Take a look around, we’ve come a long way.

It’s been peaceful, not piece meal.

And wagging tails aside, it’s been a great tale indeed. At least that’s my interpretation.

Consider the following…

-When the CRA was founded in 1985, the total property value of the district was $245 million, today it is more than $1.6 billion and growing.

-In recent years, the CRA has received more than $6 million from the county annually in tax increment funding contributions; over the last three decades the total from the county is over $60 million. That’s funding that almost surely would have been spent outside the city if it didn’t go to our CRA.

–Over the years, our CRA has reinvested over $100 million in local TIF revenues in our city. The money has been spent on infrastructure, capital improvements, parking facilities, affordable housing, beautification efforts, economic development initiatives, land acquisition (turning unproductive property into uses that often produce jobs) and arts and culture that drive more jobs, tax revenues and quality of life. Signature projects include: the beautification of Northwest and Southwest 5th Avenue, Atlantic Grove, the Fairfield Inn, The Hyatt, Old School Square, the Delray Beach Public Library, Spady Museum, South County Courthouse (land acquisition), Worthing Place, the Downtown Master Plan, improvements to U.S. 1 and the new Uptown Delray project which includes plans for a long sought neighborhood grocery.

–From the Green Market and Municipal Tennis Stadium to historic preservation efforts and the Community Land Trust, the CRA has been an integral part of Delray’s fabric.

The list of achievements, public private partnerships, site development assistance, façade improvements and business grants goes on and on.

In other words, it takes a village to build a village.

And this village would not be nearly the same without its CRA. It has been far and away our best economic development tool and has only gotten more effective along the way.

CRA monies have always complemented the city’s budget, including paying for police officers to make our city’s downtown clean and safe and funding for planning and engineering initiatives that built a pretty cool city.

For most of the past 20 years, the CRA has been focused on the West Atlantic corridor and neighborhoods north and south of the avenue and east of 95.

More than $60 million has been spent on sidewalks, water pressure improvements, beautification, housing, lighting, parks, plazas and economic development initiatives.

This wasn’t a heroic contribution; it was the right thing to do. But it should be acknowledged as well.

Public spending should be directed where the needs are but this was not always the case in Delray Beach.

As late as the 1980s, large parts of the central business district suffered from blighted conditions and disinvestment. Pineapple Grove was an idea, but it was pretty decrepit when it was hatched. And that’s a compliment.

When I was elected to the City Commission in 2000, there were still a few unpaved streets in our southwest neighborhoods. Many blocks did not have good water pressure, sidewalks or lighting.

But there was a whole lot of vision and a lot of dedicated people working together on what became known as the Southwest Plan. When the citizen driven plan was completed and adopted by the city, spending by the city and the CRA was earmarked to bring the plan to life. And while much was done—see the above millions invested—it was clear that even more needed to be done to improve neighborhoods and to break the cycle of poverty that gripped many families in our city.

Beacon Programs—providing wrap around social, educational and health services—were created, a Boys and Girls Club opened with the invaluable help of Mayor Tom Lynch and former CRA member Marc DeBaptiste, the Village Academy opened and was expanded to cover pre-K through 12th grade and a Community Land Trust was established to add much needed housing in  underserved neighborhoods.

It’s a remarkable story of a community, a city and a CRA working together.

In community building, one of the first lessons you learn is that you are never “done.”

There is always more to do: more progress to be made, more challenges to overcome and more opportunities to seize.

That seems to be a no-brainer, but you’d be surprised as you make progress how many people want cities to declare victory and stop investing. That’s a mistake, complacency is a killer.

Usually, the argument is that spending needs to be directed elsewhere—and many times it does. But community building is not a zero-sum game.

You can and should invest in multiple neighborhoods. It’s not a choice between East Atlantic and West Atlantic or between the downtown and Congress Avenue as some elected officials wrongly claim. Sure, you need priorities, but that doesn’t mean that you neglect one part of your town in favor of another—especially when your city is interconnected and certain neighborhoods provide the fuel and the funding to ensure that needier neighborhoods can receive what they need.

A friend has pointed out to me that it is impossible to improve blighted residential neighborhoods without the cash generated by successful commercial development.

Residential neighborhoods—especially ones that have problems—do not generate the tax dollars to do the job. But successful downtowns do. And because East Atlantic has performed so well, TIF dollars generated as a result can be and have been (for a long time now) used to fund improvements to West Atlantic and adjoining neighborhoods.

The key to doing more is to keep your pump healthy—to maintain your focus on all parts of your downtown and to create new economic drivers such as Congress Avenue, US 1 and the four corners of Atlantic Avenue and Military Trail.

The other key is to support, collaborate with and sharpen your economic development agencies.

Schools, quality health care, a strong business community, the arts, recreation and open space are also critical components—along with safe streets and a city government that provides services efficiently.

If that sounds like a lot, it is. Remember, you are never done and if you think you are, complacency or smugness will bite you.

 

 

 

Thankfulness Disrupts Complaining

Wow, the news  has been grim lately.

Terrorism, fear, violence, threats.  We’re seeing it all, aren’t we?

So it’s understandable if we might be approaching the holidays with some trepidation this year.
In the spirit of Thanksgiving we offer our annual list of things and people who make us thankful.

This list is by no means complete, which is something else to be thankful for. But it’s offered in the spirit of trying to lift your spirit. We hope you enjoy and begin to think about all the things in our community that make us happy.
1. Friday Night Concert Series at The Old School Square Pavilion:

Where else can you sit under the stars for a suggested three dollar donation and hear great music week after week in the midst of the best downtown around? Last week, we caught the B Street Band, a Springsteen tribute band of great renown (they’ve been at it since 1980) and marveled at the age mix and happy faces of people dancing. If you are downtown next Friday at 7:30 make sure to catch a tribute to Tina Turner. Fabulous series, fabulous venue.
2. Delivery Dudes and The Downtowner:

Between these companies and services like Uber,  we now have amazing options for transit and food. We remember when the only option was Domino’s but Delivery Dudes brings the best restaurants in Boca and Delray straight to our doors. The Downtowner is also a cool way to avoid driving. Great concept.
3. Mizner Park:

Sometimes derided as contrived, we like the place and we love the music and restaurants. And based on the crowds, so do many others.
4. The Living Room Theater and Ipic:

There’s still nothing like seeing a movie with others. As great as VOD can be, a movie experience is still better in a theater. Ipic has taken luxury movie going to a new level and Living Room’s programming is spectacular.

5. Lake Ida Park:

A jewel of a park that doesn’t get a whole lot of publicity. But Lake Ida Park has trails, loads of wildlife, great fishing, boating, picnic facilities and a wonderful dog park. Bravo!
6. Evelyn Dobson:

The long time director of Delray’s pioneering and innovative Community Land Trust has done a terrific job building high quality housing in Delray’s northwest and southwest neighborhoods. As the CLT celebrates its 10th anniversary we are grateful for its tremendous work and anxious to see it continue. And we are thankful for Evelyn’s rock solid leadership.
7. Local Rescue Organizations:

We love animals. We really love dogs. And we are so thankful for local rescue organizations. Dezzies Second Chance, Tri County and ARF are just a few of the great organizations serving our community. Personally, we are forever grateful to Kelli Freeman for connecting us with Linda’s Goldens so we were able to adopt Teddy. He has enriched our lives immeasurably.
8. Leaders Who Care:

Cathy Balestriere and Bill Branning are two community leaders who have given a huge amount to Delray. Both serve on Delray’s extraordinary CRA with distinction but that’s only the beginning. Bill chairs Old School Square, supports Delray charities and runs BSA Corporation, one of the area’s leading contractors. He’s a great guy too. Cathy is a brave and outspoken leader who has done a tremendous amount to build Delray’s brand in the world of tourism and hospitality a key industry through her long time involvement with Crane’s Beach House, a unique property. She and her team have found a way to thrive among giants, competing ably with large hotel brands. She has also done a huge amount for local charities through her events at Crane’s. For that and more we are thankful.
9. The staff at Old School Square is lean and awfully effective. They work hard and are dedicated beyond words. We are grateful. It does not go unnoticed.
10. Congress Avenue Task Force:

Personally I am thankful for the 35 plus members who have devoted the better part of the year to envisioning a brighter future for the key corridor.
You couldn’t wish for a better team.
