A North Star Is Essential

As a close observer–and one time participant in city government– the biggest lesson I have learned is that cities get in trouble when they don’t have a ‘North Star’ to chase.

A North Star is another term for vision—an overarching set of goals that is compelling enough to include and excite just about everyone.

The vision should be citizen -driven, i.e. it must originate from a cross section of people in your city and it must be big enough to inspire as many stakeholders as possible.

The North Star must appeal to young and old, black and white, retiree and young professional.

Again, it can’t come from on high (elected officials or senior staff) it must come from the grass roots.

But it’s up to the grass tops (elected officials and senior staff) to deliver results. Elected leaders can lead the effort, they just can’t dominate it. If it’s going to last, it can’t be about them. It has to be about the community.

Having a compelling vision is your best economic development incentive and the best marketing possible for your city. If you sell the vision and that vision makes sense, it will attract investment, draw residents to your city and spark civic involvement.

How do I know this?
Because I saw it happen in Delray Beach.

There are several Delray examples of North Stars and if we value history and we should, now is a good time to take a look back so that we can find a way forward past division, dysfunction and inertia.

The Mayor’s 1984 Atlantic Avenue Task Force focused Delray on the potential of its historic downtown and on the threat of a DOT plan to convert the avenue into a high speed hurricane evacuation route.

The Mayor and Commission at the time wisely knew that a high speed road would ruin any chance of redeveloping the avenue into a pedestrian friendly warm and inviting place.  As a result, it was a hugely valuable effort—that warded off the state’s plans and gave our downtown a chance to succeed.

But, it was Visions 2000 that would prove transformational.

A cross section of citizens came together in the late 1980s to envision a better future for all of Delray Beach.

At roughly the same time, a citizen driven movement—launched by a home builder/developer but quickly joined by a large coalition of the willing—focused the city on the need to upgrade local schools.  The North Star spoke to the need and the potential: Delray schools needed help if we were ever going to attract families and businesses and if we worked together and partnered with the School Board we could make things happen.

“Sharing for Excellence”—spearheaded by Tom Fleming but embraced by citizens and the city’s leadership–gave us magnet programs such as the Montessori at Spady, a new Carver Middle School and a range of other upgrades. It positioned Delray as an active participant in local schools and we became the first city to hire an Education Coordinator and form an Education Advisory Board. I still remember a fateful lunch at the old Annex in Pineapple Grove when Janet Meeks, then a planner, presented her ideas to be our first ever Education Coordinator. We made the move and Janet has delivered remarkable results, including a third All America City thanks to the success of the Campaign for Grade Level Reading that she has led.

We had the confidence to experiment because of Sharing for Excellence’s vison and the momentum and culture it created.

The spirit of the times and the excitement of the possibilities spurred the Chamber of Commerce to raise money for schools through an Education Foundation and created inspiration for building a new high school with career academies, including a Criminal Justice Academy staffed by local police officers. And the list goes on; including a vocational charter school created by our two employees of our Police Department (first ever in the state to do so I believe) and programs such as Eagle’s Nest, in which students in Atlantic’s High School Construction Career Academy built affordable homes on lots donated by the city and financed by the CRA. That’s cool stuff. And it changes lives—students found careers and productive lives as a result of these programs.

Creating a citizen driven North Star provides a clarion call for involvement and also inspires people to get off the sidelines and get involved in the community.

Visions 2000 had an even more profound impact leading to the Decade of Excellence bond—a huge investment that taxpayers overwhelmingly approved. Imagine that: taxpayers voting to go into debt and raise their taxes so that they can improve their city. Those types of votes go down in flames if they are driven by elected leaders and staff without public involvement and buy-in.

While the investment was huge–$21.5 million for infrastructure and beautification, the equivalent of $42.7 million in today’s dollars—the city successfully implemented the list of projects giving citizens’ confidence in their local government’s ability to deliver. That’s invaluable, because it allowed future commission’s to make other big bets and it’s the big bets that distinguished Delray as a great place to live, work, play and invest.

The successful implementation of the Decade of Excellence bond allowed a commission that I served on to move forward with an ambitious Downtown Master Plan, Cultural Plan, Southwest Plan, Congress Avenue Plan etc. Every one of those efforts included and were driven by grassroots involvement and passion, especially the Downtown Master Plan and Southwest Plan—the grassroots telling the grasstops what to do.

As a policymaker, it’s wonderful to have a North Star—a vision plan that you can follow.

First, it helps you prioritize spending/investment and it helps you make hard decisions. For example, when faced with a tough vote— on say a development project —it helps if you can tie the decision to the vision. It also helps you say no to things that just don’t fit.

Elected officials get in trouble when they fly without a net—and often times you see them lean on personal preferences, their own pet peeves, personal agendas etc. in the absence of an agreed upon vision. You also see them begin to squabble, because it’s hard to be a “team” if you don’t have a playbook. Commission tension leads to dysfunction, inefficiencies, wasteful spending and a dispirited staff. When scared, bureaucracies freeze. It’s safer to do nothing than to make a decision that may upset a faction on the commission. This type of culture is not a recipe for progress or problem solving.

The worst officials use their positions to exert retribution—which leads to all sorts of issues including a form of ‘pay to play’ in which individuals and business owners feel they have to spread money around at election time or risk seeing their projects killed as payback for failing to pony up. Cities without an adopted vision or North Star create vacuums that are often filled by political bosses who lurk in the shadows to reward friends and punish enemies. Serious investors shun these types of cities because the risk is just too large and the price of playing ball is too high—both financially and ethically.

 

Still, even if you are in service to a vision there is ample room for personal judgment and discretion if you are a mayor or council member. And it doesn’t mean you can’t pursue some of your own ideas if you are talented enough to convince your colleagues and lead the public to a new understanding on issues. That’s called leadership.

It’s also important to note that North Stars and vision plans –even when created by lots of people –are not immune to political opposition.

The Downtown Master Plan is a case in point. We had hundreds of participants involved in the plan from all parts of the city but when it came time to vote on projects that supported the plan, we still had vocal opposition, typically from people who didn’t bother to show up at the variety of charrettes, workshops and presentations held throughout the community.

That’s OK. But it’s also a test of leadership.

Do you abandon the plan at the first sign of opposition?
Or do you use the occasion as a “teachable moment” to defend the plan, explain why it works and vote accordingly?
Delray was known as the city that stuck to its plans and didn’t let them gather dust on some shelf in the back corner of the Planning Department.

That’s why we came from where we were in the 80s—blighted and desolate—to where we are today.

I know that modern day Delray is not everyone’s idea of a good place. But what we see is largely what was planned (by citizens and implemented by staff and elected officials over a long period of time).

Sure not everything turned out the way we thought it would—and that is inevitable too. Economic conditions, changing trends, private property rights and the free market play a major role too. For example, I don’t think anyone anticipated rents on the avenue that in some cases exceed $100 per square foot or commercial properties selling for over $1,300 a foot. In the 80s, we had a high vacancy rate and rents were $6-$8 a foot.

Still, by and large, we envisioned, planned and worked to create a vibrant small city—and we got one.

I happen to love it. So do many, many others.

But all cities are works in progress and visions and North Stars need to be renewed.

My friends Chris Brown and Kim Briesemeister wrote a book about just that called “Reinventing Your City”. Their theory is that cities have to be reinvented every 20-25 years.

If you reinvent and find a North Star to strive for, you’ll thrive. If you fail to do so, you’ll drift…dangerously I venture to say.

We are overdo. We need a North Star, a unifying vision that can bring a divided community together.

We also need citizens to participate and leadership to defend the people’s vision. That’s the formula for a happy and successful community. Easy to articulate, hard to attain. But it has been done and we can do it again.

Prepping For the Barrage

Promises, Promises.

Its election season in Delray Beach and the knives are out.

Sigh.

Over the next several weeks you will hear the following tired old phrases. So if your new to this or just plain curious, we thought it might be helpful to provide a glossary of terms.

“Special interests.” -anyone with a profit motive or an opinion contrary to those who really know best.

“Developers”–usually described as greedy, corrupting and insensitive to neighbors. You know, bad hombres.

Dark Money”-money given to PACs usually by greedy self -interests.  Of course, it’s OK for the “pure” candidates to hide the sources of their cash.

“Puppets”–corruptible elected officials who are typically weak and told how to vote.

“Puppeteers”–those who direct the puppets.

 “Overdevelopment”–most anything proposed in the central business district even if it meets the city’s rules, fits into citizen adopted plans and replaces blight or functionally obsolete buildings.

 “Recovery”–refers to the recovery industry includes sober homes.

“Lobbyists”–those who register to advocate for a particular good, service or project.

“Chamber types”-mostly small business people who care about the city. Some live and work here. Some just work here–that’s often not good enough for some despite the fact that some of Delray’s most valuable contributors have actually lived outside city limits. Also referred to as “good old boys.” Reality: step into the Chamber and you’ll see a lot of new faces, (and some older ones) and a whole bunch of smart women running and growing businesses.

“Slick consultants” – usually referring to the political type. If you use them you are not to be trusted. But frankly, trust has nothing to do with consultants. If you can be trusted you can be trusted. If you can’t, it’s usually not because you engaged someone to help you run a campaign.

 “For profit event producers”-those who stage events to make oodles of cash. PS. They typically don’t.

 “Resident taxpayers”—As Tarzan might say: renters no good. It also sometimes implies that business owners who live elsewhere are not qualified to volunteer for City boards even if they care, pay tons of taxes, donate handsomely to local nonprofits and want to serve and have the chops to do so. And sometimes it refers to people who live here and pay taxes.

“Out of control” –usually refers to events, development, spending etc.

You’ll soon be barraged by mail, robocalls and social media messages that will paint a dark picture outlining threats to the Village by the Sea by dark, greedy forces who ignore the people unless of course you vote for the protectors who will magically lower taxes, fight crime, stop overdevelopment, fight special interests and shut down sober homes.

You’ll also hear that while they care and have pure motives their opponents…oh their opponents…well they are just plain evil. Bought and paid for by dark money forces aiming to destroy our way of life.

What you are unlikely to hear is reality or any ideas. Oh they’ll say they have plans but you’ll never see details.

If I sound cynical maybe it’s because I am. Can you be a cynical optimist? I don’t know, but I do see bright skies ahead once the dust settles anyway that’s another blog.

But I would love to be wrong.

Wouldn’t it be refreshing if candidates would just level with the voters?

What would that look like?

Well it might include the following:

We have a pretty terrific small city.

Lots of things have gone right.

Lots of value has been created out of a town that could have easily gone the other way.

Like so many other cities have.

But this town had guts. This town had vision. This town had leadership. And a great deal of unity too.

Great things were achieved. But more needs to be done. Too many people and neighborhoods have been left behind. And there are challenges and opportunities galore.

Schools that need attention—and yes the city has a role and there are ways to make a difference.

Too much property crime—if you don’t feel safe in your home and neighborhood nothing else much matters.

Opioids and terrible sober home operators who are exploiting people pose grave problems—but the issue is full of layers and complexities that don’t lend themselves to sound bites. A little empathy for people doing wonderful work in this field would go a long way.

Kids are dying. On our streets. Needles are everywhere. It’s taking a toll on our police officers and firefighter/paramedics. Our city needs great officers and firefighter/paramedics and they need to be supported not just with words (which are important) but with policies that ensure we are competitive and can attract and retain the best talent around.

Rising property values have made commercial rents skyrocket and many treasured mom and pop businesses are threatened as a result. This is a blend of “irrational exuberance” (and 1031 money sloshing around) and market acknowledgement that investors see great value in Delray Beach. But if we think the downtown is bullet proof, guess again. In order to remain sustainable, we need a mix of uses and more good jobs to complement a food and beverage based economy. Tourism is critical, but so is finding space for businesses, young entrepreneurs, family entertainment etc. We have to be concerned about demographics and keep our central business district attractive to people of all ages.

We lack middle class housing and need a passionate commitment to attract millennials  and jobs that will bring back our children after college. I’m seeing talented young people bypass coming here because they can’t get traction in our market. And yet we capped density where young professionals might want to live limiting supply and driving up already high prices. It’s about design folks—not some artificial number. We learned that lesson in the early 2000s, we need to learn it again.

Our community is divided–by personalities, history, perceptions, rumors, innuendo, social media, armchair critics, racial lines and even whether we like festivals or not.

You get the picture.

There are answers to all of those challenges or at least ways to make things better.

But an honest candidate would tell you that it’s hard to impact anything if your divided, focused on the wrong things and too busy labeling others to enjoy the good things in our community while working together on alleviating the bad and uniting against the ugly.

This March please vote. But kindly insist on honesty and experience in the candidates you ultimately choose to support. Seek candidates who have rolled up their sleeves and done something FOR this community.

It’s easy to discern those who are genuine and real from posers who divide and label in order to amass power.

Ask them what they will do with the power if they get it. Ask them how they plan to solve problems and seize opportunities if they divide, judge and label.

The truth is they can’t.

Because it really does take a village.

 

 

 

We’ve Been Traveling Over Rocky Ground

Life has a way of getting your attention when you least expect it.
Last Thursday night we were at Mizner Park dining with family and marveling at the MacLaren’s, Ferrari’s and Tesla’s cruising by.
It was a week when a town nearly went bonkers on social media over the Garlic Festival and when adults argued with each other over whether it is proper for a high school dance group and Cub Scouts to volunteer in exchange for donations.
Wow.
Talk about ridiculous. And small.
We witnessed people squabble over whether John Prince Park was in Lake Worth or in unincorporated Palm Beach County which suddenly became “important” because that’s where the Garlic Festival ended up after a terrific 18 year run in Delray.
But then you come home and switch on CNN and see footage from Baton Rouge, Dallas and Falcon Heights.
And suddenly reality sets in.

People were dying.

On America’s streets.
I have a deep respect for law enforcement officers forged over years of watching them save Delray Beach. I had the unique privilege and opportunity to ride with our officers. I was an eye witness to their challenges, I saw their dedication and their courage.
I spent hours with officers taking notes as they patrolled the most dangerous streets of our city. I saw how the job impacted them in good ways and in not so good ways.
I saw them smile when they pulled up to a crowd and were greeted by people who genuinely liked and trusted them. I saw the chemistry and the rapport. I saw the closeness and the good natured ribbing.
But  I also saw an officer stare at the sky and hold onto a telephone pole for balance after responding to a rape call. The victim was nine years old. Being a cop is a tough job.
I will never know what it’s like to put on a uniform and not know whether today will change or end my life or somebody else’s.
But I do know what it’s like to try and comfort a community after a teenager is shot dead by an officer. I can’t help but think of Jerrod Miller these days. Google the name if you’re new to town.
So yes watching the news after an evening at Mizner Park ogling sports cars snaps you back to reality.
The reality of families dealing with the shooting of a loved one and the reality of officers murdered and injured  in Dallas.
It puts life in perspective. In a hurry.

It makes you want to focus on bigger things and deeper questions.
What are we doing? What are we focused on? Why it does feel that things are spiraling out of control?

It has been a helluva few weeks hasn’t it?
The massacre in Orlando. Terror in Turkey and throughout our world.

Insensitive, lightweight politicians who are so far from being leaders that it is almost surreal.
We seem to be spinning off our axis.
As a nation and I’m afraid sometimes as a community.
An old friend asked me what I thought was going on?
And I think the answer is simple.

We are losing our sense of community and our sense of what it means to be Americans. We are becoming tribal, quick to label, quick to condemn and ignore.
We are in desperate need of kindness, empathy and understanding. We seem to be getting  a steady and almost lethal dose of meanness, disrespect and ugliness.
The issues come and the issues go, but how we handle them leave marks. That goes for our national discourse and the way our local communities behave.
The conversation and decision making process can either enhance us as a community or diminish us. And too often these days– and for a long time now– they are diminishing us. How we make decisions matter; maybe as much as the decisions we make.

And if we slide into bad habits, one day we will inevitably pay the price. One day the stakes will be more than the fate of a festival or whether we should permit a particular business to open. If we don’t learn to compromise, invite and encourage dialogue we risk civility and we lose community. And then it’s too late.

Conversation helped us in the wake of Jerrod Miller. It was difficult for sure, but there was an effort to come together. But the shooting didn’t provoke the conversation. We had already embarked on a discussion about race. I don’t think we solved our issues. In fact, I know we didn’t. But I think the conversation made a difference. It just has to be ongoing and it has to lead to change.
Looks what’s happening across our nation.
In our politics, in our reactions to tragedy or terrorism and in how we seem to drift further and further apart rather than come together.
It doesn’t feel safe anymore.
It doesn’t feel stable.
We need to transcend. We need to think and we need to stop, breathe and consider.
I’ve been an observer of local government for 30 years. I like to write about what I observe. That bothers some people. So be it. I think we all have a civic responsibility to speak out and I won’t be silenced. You shouldn’t be either.
But I’ve noticed that when my writing is assailed it’s often not on the facts or even on philosophy it tends to be based on the gall of having an opinion, expressing that opinion and distributing it. When they want you to just go away, or they threaten to harm your business or blame you cryptically for stirring controversy you know you’re onto something. You hit a nerve, you exposed a truth, you lifted a cloak that others would prefer remain veiled.
That’s what conversation and writing is supposed to do. Nothing is ever solved through violence whether in deed or in word, but a lot gets settled with conversation.
A few years back, I observed some odd decision making as if there was a puppet master or two behind the scenes using elected officials as marionettes. A group of people grew tired of it and many of those elected officials were replaced by others who promised to do things differently. But what I have observed lately is not transparency, it’s something else entirely.
When visioning is replaced by personal preferences, when processes seem to be hijacked by agendas one has to wonder. Those of us who care about our community have a right and an obligation to speak out and seek change. If we don’t, we lose our community over time and when we lose our community we are in danger when something tragic happens.

In Washington, we see an inability to act against Zika, to even talk about ways to prevent lunatics from getting weapons of war or to effectively deal with a growing opiate crisis gripping America.
We look to leadership for ideas and solutions. We also look to leadership to engage not keep their own counsel or to listen only to a few people who never dare to differ or who stuff money in super pacs and campaign accounts.
We look to leaders to forge compromise, to frame issues and transcend the noise and do what’s right not what’s politically expedient or popular at the moment. We want them to think five, ten, twenty years ahead. Past the next election. Past the next post on Facebook.
Last week’s violence in Dallas, Baton Rouge and Minnesota led to a lot of national introspection.

We have separation not unity. We have divisiveness not community. That’s both our challenge and opportunity in our nation and in our own backyards.

Unity in the Community

Spirit and connectedness.

I’ve been thinking about those two words lately.

What binds us together as a community, as a state, as a nation?

The word united comes first in our national identity: United States.

We are Americans first and foremost, country before party right?

Right?

Yet, we seem to be living in an age of hyper-partisanship. Red States and Blue States. Liberals and Conservatives. Republicans and Democrats.

The divisions are large and seem to be getting larger. And interestingly enough, the divisions are now extremely pronounced even among members of the same political parties. Establishment versus tea party. Establishment versus the Bernie Sanders wing of the Democratic Party.

Any student of American history understands that politics has never been a gentle affair–dating back to the days of Jefferson, Adams and Hamilton our nation’s discourse has always been spirited and at times vitriolic and even violent.

But doesn’t this feel a tad different? Isn’t this year perhaps a few degrees beyond the typical?

Is it possible to unite anymore? Are we beyond sharing a common national spirit? Can we connect?

I’ve always been oriented to the local. So that’s the prism in which I view things.

When I began my career in journalism, I aspired to practice community journalism. I had no desire to cover Washington or the world even though I was interested in both.

When I tried politics it was with the goal of serving in local government. I never aspired to work in state or federal government.

I sensed it was easier to find spirit and connectedness in a small city than on a bigger canvas. And that was important to me. If you can find a tribe that’s committed to building community you can experience real progress. I always felt Delray was large enough and diverse enough to be interesting and small enough to get your arms around and make things happen.

And so it has been.

Boca too…although it’s a vastly different place.

For a long period every initiative, every project, every amenity was viewed through a wide lens not a narrow self interest. Did it build community? Did it serve the long term vision of citizens? Was it a net gain or did it detract from what people were trying to build here?

I think the key to spirit and connection is to have a vision.

The vision must be citizen driven and include a process that is inclusive and invites stakeholders to share.

The process is almost as important as the outcome when it comes to visioning; you want to make sure people are invited to share their thoughts and aspirations in a safe environment that encourages intelligent discussion and deep conversations. People should be encouraged to think big but it’s also important to inject facts and best practices into the conversation to drive the process.

The best visioning exercises are community builders; civic projects that bring people together.

In my mind, that was the real value of the All America City Award which required people to work together in an effort that inevitably tore down barriers and built civic pride.

It’s hard to do this on a national level, but possible. It seems nationally, we rally when threatened; in times of war or terrorism.

On a city level it’s not easy but it’s essential and very doable.

That was Delray’s secret sauce.

And it worked.

When visions are accomplished or grow old and need refreshing and leadership fails to take the time to do bottom up planning you inevitably end up with drift, division and an erosion of civic bonds.

After several successful visioning processes, Delray rushed a visioning process ahead of a mayoral election and major staff upheaval a few years back.

The timing was horrible and the process and its aftermath felt different–somewhat empty not energizing as previous efforts had been.

As a result, Visions 2020 has been mothballed.  It doesn’t drive conversations or inform decision making and even connected citizens can’t remember what it said.

But that doesn’t mean that you can’t try again or that visioning is flawed.

Smart elected officials welcome exercises that build community and forge visions. It helps them make decisions: if something fits the vision you support it. If something is contrary you vote no.

But without a vision there is no real direction– just ad hoc decision making, personal preferences, a whole lot of politics and people feeling disconnected.

Small cities have an option to bring people together. Only the small minded, egotistical and optically driven elected official can’t see that logic. A word to the wise: nobody cares what individual elected officials think. Your job is to forge a vision by bringing as many smart, caring and committed people to the table as you can. That’s leadership because nobody cares if you don’t like the color of a snow fence or the taste of garlic.

It’s not your town or your staff, it all belongs to the stakeholders–those that hold  a stake. Elected officials are stewards and ultimately they work for us; or at least they should.

Congress lost that truism a long time ago. There’s no excuse for local government to follow suit.
