Ready, Fire Aim

Over time, political bodies develop personalities.
They tend to adopt the personalities of its strongest member or members and that can be a good thing or it can be a nightmare.
It all depends on the personality (or lack thereof) of the leadership.
I’ve observed 30 years of city commission’s in Delray Beach and have watched neighboring cities too. I’ve also paid attention to School Boards and County Commission’s.
Over that time, I’ve seen a lot.
We all have.
We’ve seen larger than life county commissioners and quieter but effective public servants.
Before Steven Abrams and Melissa McKinlay we had commissioners who loomed so large they were  known by their first names–kind of like Cher or Madonna. Everyone knew who Burt, Tony and Karen were–surnames were superfluous.
In 1980s Delray we saw rivalries and factions on the dais and tons of intrigue too. It was a volatile time. But despite the infighting at City Hall we saw the formation of historic districts, the start of community policing, the first “visions” and the creation of the CRA. Not bad.
But it was accompanied by turbulence and sadly that’s what people remember.
The 90s was an era of stability and accomplishment–a Decade of Excellence seeded by the visions and bond dollars of the 80s. The early 2000s was an era of ambition and civic entrepreneurship building on the solid foundation of the 90s.
Along the way, the progress we’ve seen–assuming you acknowledge we’ve made progress–has been driven by a wide range of stakeholders including our CRA.
If you look at any civic achievement in our eastern core over the past 32 years you can be assured that our CRA played a role–often an outsize role in making it happen.
Across the state, it’s viewed as one of the best CRA’s around and over the years scores of cities have visited Delray to pick up redevelopment tips.
But the agency’s PR has always lagged behind it’s achievements. And not for lack of effort by a variety of people who have done a solid job promoting the good works of the agency.
A common complaint over the years has been a lack of investment and focus on the West Atlantic corridor now known as The Set.
Sorry but it’s just not true.
Much has been done over the past 20 years or so and much more is planned.
Nobody has ever declared victory and said the job was done. Nobody on the CRA has ever said too much was spent–and truth is the corridors and neighborhoods west of Swinton have been a focus since at least 2000 and tens of millions have been spent that proves it.
So when I read a commissioners blog claiming that the area has been “ignored” or hear about a resolution calling for the city to take over the governance of the agency I shake my head. But I’m not surprised.
The CRA has been under assault for a long time now. And it’s a shame. It started with a politically motivated audit a few years back that found next to nothing wrong with its administration, financial stewardship and governance and has continued for the past few years with a series of threats to the agency’s role.
First it was an attempt to trim the CRA’s boundaries (a costly study that concluded the obvious: cutting the boundaries would suck county funds out of Delray which makes no sense), then it was the Monday morning quarterbacking on RFP’s and past plans and the constant pecking at the iPic project.
I can go on. But you get the picture.
It’s a shame. Because the CRA is an invaluable economic development tool, a driver of progress, a source of cash for needed projects and a proven performer.
Which brings us back to personality.
The modus operandi of late seems to be ready, fire, aim on issue after issue.

Consider the following:
–When it came time to renew the Highland Beach Fire contract (which has worked well for both cities for two decades) what do you do?  Blow it up and insult your neighbors or inquire about the deal before drawing a conclusion?
Wouldn’t it have been easier to investigate to see why it might make sense? It’s not too hard to find past fire chiefs, past city managers etc who might be able to explain why it works? If you have to raise the fee you charge– so be it. Why not explain to your neighbors that you can’t lose money providing the service? You might find you get more with honey than vinegar.

–How about last week’s kerfuffle over a letter from an attorney that mentioned making Delray the recovery capital of the world again?
Wouldn’t it have been easier to make a call to the chamber of commerce rather than put the issue on two TV stations, several newspapers and all over social media? Doesn’t that level of attention brand the city more than a phone call to inquire about the intention of the Recovery Business Council? Which is a good idea, by the way. You don’t improve problems by ignoring them.
And then there was the shot by the mayor that he doesn’t know who was sitting in the commission seats in 2007 when the New York Times typed the words “recovery capital” and Delray in the same sentence but by golly this commission sure wouldn’t sit by and allow it.
Well, I know the five people who were there in late ’07 (Rita Ellis, Fred Fetzer, Brenda Montague et. al) and I doubt that they either embraced the recovery capital tagline or could control what the Times writes.
Ready, fire aim.
As for taking over the CRA, it appears the leadership of The Set is united in opposition to the idea and was taken by surprise. That’s a pretty big surprise to spring on a valued constituency.

So what are the personality traits we are seeing? I see bullying, I see a lack of communication, I see going off without first getting facts, I see an unwillingness to stop and understand issues and determine rationales before setting a course that upsets key people in the community.

You may not agree with past decisions and the reasons why they were made. And you may despise the folks who made those decisions. But history is important. Time did not start on your watch.  Daniel Boorstin, a former librarian of Congress once said: “trying to plan for the future without a sense of the past was like trying to plant cut flowers.”

Indeed.
You may think those decisions were wrong or ruined the city. But plenty of people would disagree with you. I think the last election spoke volumes. People love this town. They want to see progress. Again.
So mock the past, label and disparage those who served and volunteered.
But those folks got results. They achieved outcomes.
It wasn’t blind luck. And it wasn’t ready, fire aim.
It was decisions based on citizen driven plans and assigned to agencies and departments like the CRA. And  things got done. And commission’s had control and there was accountability.
A southwest plan, the Village Academy, Catherine Strong Park, beautification from Swinton to 95, improvements to Northwest/Southwest Fifth Avenue, the creation of a successful Community Land Trust, a race relations initiative, Atlantic Grove, the Fairfield Inn, a roadway bond that paved streets, an ATP tennis tournament, a reduction in crime rates, the S.D. Spady Museum, a new library, courthouse expansion, the mitigation of sinking homes and on and on and on. Doesn’t seem like the CRA has ignored the area–but nor have they declared victory either.

Pretending those accomplishments didn’t happen and that you can’t build on them unless you take over ignores and disrespects a lot of hard work, investment, risk and leadership that has been exercised over the years and today.
Ready,fire aim is a lousy way to “lead” a city. In fact, it’s not leadership at all.
I’m told of rampant heartache at City Hall. That heartache manifests itself with unprecedented turnover. People don’t leave a place like Delray if they are happy or productive.
I also understand I’m persona non grata with certain people in power (for now anyway).
That’s ok. I’m proud of that fact.
I’m going to speak my mind. I’m going to write. I’m going to help publish a newspaper. I’m going to serve on non profit boards and try to encourage leaders to emerge. I’m also going to continue to invest here–time, money, emotion, ideas and I hope you do too. Because it’s our town too.
Those who want to see jobs, better schools, a strong, happy city staff, investment, tourism, festivals, art, culture and a sustainable city deserve better than ready, fire aim.
We deserve a voice. We deserve collaboration and we deserve kindness and respect.
Taking over the CRA would be a bad move. It’s worked for 28 years for mayor’s, commissioners, city managers and city attorneys. For some reason it’s not working for some members of this group.
You wonder if they are capable of asking themselves why.
Ready fire aim is not a sustainable strategy. We deserve a better personality. Before it’s too late.

25 Ideas Revisited

Four years ago—the same length as a presidential term—we wrote a blog outlining 25 ideas for Delray Beach.

We thought it would be fun to take a look back and comment on whether these ideas still make sense or whether any of them actually happened.

25 Ideas …2012 edition

  1. Brand Delray Beach as a mecca for entrepreneurs—Comment: Still makes sense and still a work in progress. Various efforts have been tried and traction has been difficult to achieve. The lack of affordable creative space downtown is a barrier, but efforts such as the co-working space “The Kitchn” are promising. Much more needs to be done and can be done.
  2. To accomplish the above, create a business incubator downtown and invite entrepreneurs to grow in Delray. Comment: There’s potential at the Old School Square Garage to do something facing the park and at the Arts Warehouse, but this idea remains incomplete.
  3. Create a business accelerator in Delray so that once companies are incubated they have someplace to go for the extra needed help. Comment: Incomplete.
  4. Help existing businesses and individuals grow by offering classes and low or no-cost business advice at our own Old School Square. Comment: Lynn University has been scouting locations downtown to offer classes; the Small Business Development Center is active at the Delray Library and it was great to see Code Fever at the chamber recently.
  5. Speaking of Old School Square, offer executive education, certificate and graduate programs in the classrooms; revenue for Old School Square and another tool for economic development. Comment: Incomplete.
  6. Program the Old School Square Park—add shade, music and a few tasteful vendors. Comment: After a series of charrettes and private efforts, a vision is beginning to take shape. But it has been 11 years since voters passed a bond creating the park and creating a vibrant downtown “central” park remains incomplete. Lately, some have complained about vagrancy at the park. And the process to design a park has been fraught. It ought to be exciting.
  7. At holiday time, create a holiday village at the Old School Square park and allow kiosks and “pop-up” stores to capture crowds heading to the 100 foot tree. Give local retailers a free or reduced stall and charge others for the month—use funds to offset holiday costs. Comment: Didn’t happen.
  8. Creatively partner with various private entities to bring “fantasy sports camps” to Delray. Tourists could come to Delray to play with their childhood heroes and enjoy the downtown after the game is over. Comment: Didn’t happen.

9 .Install LED lighting in parking lots and parking garages. It’s green and it saves money. Comment: New LED street lights are brightening a six-block section of West Atlantic Avenue, thanks to a grant from the U.S. Department of Energy totaling nearly $111,000. Efforts appear to be underway.

  1. Create a leadership academy to train the next generation of local leaders. Teach the Delray success story. Comment: The Chamber launched a civic engagement academy earlier this year that was well attended. There are plans to do more.
  2. Create a local Business Development Corporation enabling local residents to buy “shares” in local businesses and invest in growing our own economy. Comment: Not done.
  3. Reinvigorate the Southwest Plan by borrowing a page from Geoffrey Canada’s Harlem Empowerment Zone playbook. Seek foundation monies to move beyond infrastructure to developing Delray’s vast human capital. Comment: Various charitable efforts including Delray Students First have embraced the mission of developing Human Capital, but robust financial support remains elusive.
  4. Arm the economic development director with a reasonable budget to market Delray. We have to get in the game and that takes marketing and resources. Comment: Not done.
  5. Public Relations. Delray needs a publicity strategy outside the local publications to attract investment and build awareness of our assets and opportunities. After all, we are the jewel of Palm Beach County. Comment: Not done, the Delray Marketing Cooperative has done a good job on the events front, but PR regarding economic development has been spotty. There were some good articles on downtown development in the South Florida Business Journal and on the efforts of the Congress Avenue Task Force in the Sun Sentinel but creating national buzz around business and investment remains to be seen. There have been good articles in national and regional publications relating to downtown redevelopment, dining, tourism, events, real estate and lifestyle.
  6. Link the new Arts Warehouse to a broader strategy to create an artists and artisans “village within a village” in the Third Avenue area. Comment: Artists Alley has been threatened by increasing prices and gentrification and the Arts Warehouse is still not open.
  7. Help Delray’s Prep and Sports develop a national reputation for elite football training and make the 7 on 7 event one of the premier tournaments in the USA. Comment: Prep and Sports founder T.J. Jackson has gone on to become the head football coach at Atlantic High.
  8. Convene an economic development charrette to discuss our fiscal future and job creation—let the community decide the priorities and tie our spending to those priorities. Comment: 2017 should see a discussion of economic development as a key component of the city’s comprehensive plan. The Chamber is considering a similar conversation.
  9. Team up with our neighbors Boca Raton and Boynton wherever possible: city services, economic development, marketing to save money and leverage our strengths. Comment: hard to do.
  10. Get serious about jumpstarting investment on Congress Avenue. The vision and zoning is in place, what’s needed is execution and beautification. Comment: A task force spent 10 months updating the plan and adding exciting new elements. Plan was submitted in February and was accepted in August, but not formally adopted. Code has yet to be updated and the city is considering hiring a consultant. Meanwhile, the corridor has attracted a few deals: Kaufman & Lynn, Call 4 Health and there is activity on the old Office Depot site and Saltwater Brewery. However, concern lingers that new projects will be forced to “spot zone” since the plan is not yet in place.
  11. Add a Middle School of the Arts at Carver Middle School and tie it into all of our arts activities from Old School Square to the Creative City Collaborative to the new Plumosa School of the Arts. Comment: Talk has died down regarding Carver. But the district has a plan to build a long coveted middle school of the arts on the site of the old Atlantic High School.
  12. Bring a branch of a university downtown and one to Congress Avenue. Comment: remains to be done. Lynn U has plans for a presence.
  13. Revisit the North Federal Highway Plan and come up with a new vision for the 21st Century. Comment: remains to be done. South Federal is being looked at; that’s a good thing.
  14. Host a competition and have our local techies develop some interesting local apps. Comment: remains to be done. Tallahassee recently did this exercise and ended up with some amazing ideas.
  15. Develop a formal, aggressive and powerful Shop Local Campaign. Comment: there have been great efforts but a strong lasting branded campaign remains an opportunity.
  16. Add entrepreneurship academies to Atlantic High and Village Academy. Comment: remains to be done.

A Reminder Of Who We Are

One of my favorite definitions of leadership is that a leader constantly reminds us of who we are.
By that definition, negativity cannot be leadership because most people, most communities and most businesses are not malevolent.

We have to appeal to our better angels if we are going to solve problems and progress.
Last Thursday, there were three shootings within an hour during the middle of the day in Delray Beach. The shootings happened a few blocks from an international tennis tournament and prompted the closing of a park and the lockdown of a neighborhood. A 19 year old man was injured and a 30 year old man– a father and a recently hired city employee was killed.
When this level of violence strikes a community it exacts a toll: I live across the street from the park that was closed. Granted that street is Lake Ida Road, a heavily travelled four lane road so it doesn’t feel quite so close… but it is–we are all knit together in Delray and my neighbors reacted with expressions of fear.
“Are we safe?”, they asked.
“I have kids, this was the middle of the day, what’s going on here?”
What’s going on here is real life.
We have a wonderful city and it has come a long way but we have challenges and issues far greater than traffic or whether putting an IPic and 400 plus jobs downtown is good or bad.

We have serious problems that far surpass whether “Uptown Delray”– a huge investment slated for West Atlantic Avenue– is a few parking spaces deficient under the old rules. The Beach Area Master Plan is an opportunity not a problem and so is the Arts Warehouse and the revitalization of Old School Square Park.
So what are the problems?
There’s a bad batch of heroin going around the city as we speak and a whopping 55 people have overdosed on heroin in 2016 and it’s early in the year folks.
Three shootings in a day is a problem, even if it is traced to a Hatfield McCoy like family feud. You may not be a Hatfield and you may not be a McCoy but if bullets are flying you could be in the wrong place at the wrong time.
So leadership has to remind us who we really are.
We have achieved great things in this town. Once unsafe neighborhoods have been made safe, a once dormant downtown is now a national attraction (Florida’s new ‘sweet spot’ says the Wall Street Journal) and less high profile efforts including the Campaign for Grade Level Reading are working–test scores are up.
So we know how to solve problems in this city. We know how to get things done.
We know how to make our streets safer and fortunately we are blessed with a very solid police department.
We also know how to work together.
We are a caring and compassionate community when it counts.
Leadership reminds us who we are.
There’s a lot of talk about what makes a village a village. And I believe it’s how we treat each other. Not during the good times, but during the trying times.
This is a trying time for our Police Department and for many families struggling with violence, loss and addiction.
What’s needed is leadership, compassion, understanding, dialogue, smart strategy and execution.
What’s also needed is perspective and prioritization.
Your biggest problem is not that $700 million wants to be invested in your city. Sure getting it right is important. Make sure the projects follow the rules and are well designed and that the uses make sense. Work with people, if they refuse kick them to the curb. But the good ones will work with you. The good ones will listen and adjust and if it improves their projects it’s what we call “win win”. Seek win win wherever possible and it’s almost always possible.
We have to get to the truly big stuff. People are dying out there.
They need our help to stop the violence and overcome addiction.
