Frances Bourque: A Lifetime of Achievement.

Editor’s Note: We received a few requests for the speech honoring the Delray Chamber’s 2017 Lifetime Achievement Award Winner Frances Bourque. Frances was honored Friday night at the Delray Marriott. Well, what can you say about our honoree…Frances Bourque?

This tribute can be six words…I love you. We love you.

I truly believe that none of us would be sitting here in a beautiful beachfront hotel… in a vibrant downtown…if Frances Bourque had stayed in the Glades or set her sights on Boca Raton or West Palm Beach. We were forever blessed when she came to Delray.

Old School Square started it all…It was the catalyst…you were the catalyst… and because you brought your beautiful spirit, vision and brilliance to our town…we—all of us— have reaped the rewards…You are so special…and we are so grateful for all that you have given us.

Because as you taught me… it’s all about people—people who lead with love, boldness, aspiration, care and concern. People who motivate us to join the mission. Frances, your heart is so big and so generous…your vision is so compelling…there was no way we could fail. You lead with love.

That’s our Frances…she is spellbinding and irresistible.

The first time I met her, when I was 23 years old, I was struck by her spirit and her unique worldview. She just had a great way of seeing things… I’ve been enthralled ever since…

Frances and I have laughed together and we’ve shed a few tears too…she has been our rock, the champion of our city’s vision, and she has been the go-to person for so many great people….inspiring them to be involved, give back and make a difference in Delray.

For thirty years—she has taught me…and so many others…what it takes to build and sustain a great city.

Because none of this…none of what we saw in the video… happened by accident. All of the things we love and cherish about Delray Beach is a result of people working together through good times and bad.

None of this could have happened without people like Frances leading the way and teaching us that anything and everything is possible if we dare to dream and dare to try.

 

Great leaders are inspiring, they make you feel good about the mission, they lift people up and they show us the way. They make you believe that your dreams can come true—and when they do —they graciously give others the credit. That’s our Frances…

 

Frances Bourque is my hero and a hero to so many of us in Delray Beach. Where others saw a desolate and blighted downtown, Frances saw boundless potential.

Where others saw a broken down old school, Frances envisioned a cultural arts center that would transform our community by giving us a place to gather—so we could actually be a community. She gave us the biggest gift of all—community.

Old School Square is a brilliant idea… it honors our past, enhances our present and addresses our future. It’s where we gather to celebrate, it’s where we go to dream and it’s where we go to console each other during tough times….it belongs to all of us and it’s an asset—a gift— that we must treasure.

Frances made this happen.

Oh, she had help—but it was her boundless energy, passion, skill and love for Delray that drove the vision. Her optimism is contagious and once we were exposed to the Frances Bourque magic—there was no way we could ever fail.

Great leaders attract people to the cause…and they make us feel that we can move mountains and change our corner of the world.

Frances has been this city’s muse and champion for decades…Old School Square was the catalyst for our revitalization. It created an economy out of blight, breathed life, music and art into a once desolate downtown—and gave us pride of place.

We were no longer “Dullray Beach”…we were Delray Beach…an All America City, a place of possibility, achievement and innovation.

Frances is a most deserving Lifetime Achievement Award winner…she’s a brilliant star…a beautiful spirit…she has gifted us a world of possibility and she has never wavered or gone away… thank goodness.

Frances Bourque: A Lifetime of Achievement.

On Friday night, the Greater Delray Beach Chamber of Commerce will honor three special people at its annual Luminary Gala at the Delray Marriott.

The Conde Center, founded by Dr. John Conde, will be named Business of the Year.
Pedro Andrade, GM of Anthony’s Coal Fire Pizza, will be honored as Business Person of the Year.
And Frances Bourque–the extraordinary Frances– will win a much deserved “Lifetime Achievement Award”.
All three represent the best of Delray Beach, people whose work in the community make them invaluable.
I’m glad that after a years break, the Chamber has restored its awards program. It’s important to recognize good people, say thanks and hopefully inspire others to strive.

To be honest, I don’t think we say thanks enough to the special people who give their time, talents and treasure to our community. If we fail to show gratitude and recognize service, we miss an opportunity to educate newcomers and our children. And we risk that important and noteworthy contributions will be missed–and as a result, the history of our city risks being incomplete.

The three Chamber honorees this year are truly deserving and very special.

The Conde Center enjoys a stellar reputation for advancing the health and wellness of its clientele.
Founded in 2006 by Dr. John Conde, the Conde Center for Chiropractic Neurology is known for its state of the art equipment and caring staff.
As a result, the Center has grown in size and now employs 10 people.
Despite a fast growing practice, Dr. Conde serves on several non profit boards and the city’s Downtown Development Authority. He’s involved in the community and finds many ways to support Delray. Over the years, I’ve quietly referred several people to the center.

One of my best friends is a chiropractic physician in California and I’ve learned to appreciate the difference these practitioners can make in people’s lives. I’ve never had anyone complain after visiting the Conde Center. I do hear a lot of raving reviews.

Mr. Andrade is another individual who finds myriad ways to support the community.
Quite simply, he’s a go-to person in Delray. If there’s a good cause, you know Pedro will be there.
He’s just a terrific guy and it feels good to see him honored.
I remember when we approved the restaurant way back when. I had received a letter from a neighbor concerned about “coal emissions” a reference to Anthony’s pizza cooking method.
That’s how new coal fired pizza was back then. Not to worry, all Anthony’s does is make amazing pizza and the best wings imaginable. No smoke stacks.

Which leads me to Frances.
What can one say about Frances Bourque?
She’s my personal heroine. And she serves that role for many many others.
The founder of Old School Square is truly an historic figure in our community. Her work has impacted a generation and will continue to impact Delray forever. There’s not too many people you can say that about.
She continues to be a leadership force in our community teaching us, focusing us and inspiring us.
In short, she’s a treasure.
To see her receive a lifetime achievement award will be a thrill for so many.
Because in so many ways, she personifies the best of Delray: visionary, aspirational, inspirational, historic, formidable, complex, loving and smart.

A Bright Light in a Dim Crisis

Detective Nicole Lucas is impressive.

As soon as she begins to speak, you just can’t help but be drawn into her story.

She is the detective working with a task force dealing with sober homes and the terrible addiction issues plaguing Delray Beach. Of course, Delray Beach is not alone. Addiction—particularly to opioids—is a national scourge claiming more lives last year than the Vietnam War, a whopping 59,000 people.

It’s a stunning number and Delray Beach is in the throes of the crisis, along with many, many cities nationwide.

When Det. Lucas spoke at the Chamber recently she reported that there have been 340 overdoses this year in Delray. By the time this is published that number is sure to have increased.

There were 76 overdoses in May. Every month, that number is increasing. Young police officers and paramedics are seeing more death in one year than veterans have in their entire careers. The emotional toll cannot be quantified, but it also can’t be ignored or denied.

What impressed us the most about Det. Lucas was that she struck the exact right tone on what can be an emotional issue. She combines empathy for those addicted and their families with toughness toward those who exploit people caught in the vice grip of addiction. She also shows great regard for the men and women saving lives–the responsible operators who are providing a needed service in our community.

“We all know someone touched by addiction,” she told a capacity crowd at the Chamber. “It’s not a small, hidden corner of the world anymore, it’s an epidemic.”

She praised the responsible operators, the men and women who dedicate their lives to trying to save people from the destruction and damage of addiction. There were no broad brushes, no sweeping indictments of the industry, just sober analysis of the situation and a mature view of what needs to be done to save lives and communities.

Our Police Department, our Drug Task Force and our State Attorney’s Office are on the cutting edge of the issue. We were one of the first cities to deploy Narcan, which reverses overdoses, the Police Department is hiring a clinical social worker and we are leaders on the Sober Homes Task Force.

Already, Det. Lucas and her team have shut down scores of sober homes and the word is out that irresponsible operators will be arrested and prosecuted. It’s a slow and laborious task, but the experts in Delray— including veteran providers and responsible operators –say that they are seeing many of the bad guys pack up shop and leave for other locales. Still, nobody is declaring victory and the body count continues to rise.

The opiates are becoming more lethal, the addictions harder to break.

“They are fighting demons most of us will never understand,” said Lucas. “There are tons of good sober homes and treatment centers but we have to get rid of the bad ones, the ones who abuse people.”
Det. Lucas detailed cases where patients were brokered and monetized. Examples of abuse, paying addicts to take drugs so they can be paid for being delivered to detox; etc.

“We see attempts to beat these people down. ‘You are just a junkie, the police don’t care about you. Who will believe you?’ It’s abusive.”

Interestingly, social media has assisted Det. Lucas in her efforts to find bad operators. An active Facebook page has elicited tips and given her a window into the world of recovery. She guarantees anonymity while encouraging citizens to speak out if they witness unsavory practices.

But merely calling the Police to report a sober home is not enough; good operators have a role to play and are protected by federal law. But those who violate patient brokering laws are fair game to be arrested and shut down.

A Toast to Two Heroines

Last week, the ribbon was cut on the new Delray Beach Housing Authority “West Settlers Office Building” at 82 Northwest Fifth Avenue.

It’s a beautiful mixed use building right next to Donnie’s Place.

All of which gives me an excuse to write about Dorothy Ellington, the long time and tremendously awesome executive director of the Delray Beach Housing Authority.

Dorothy came into a troubled agency and righted the ship. She’s been a steady leader from day one and a great public servant. She cares, is passionate about her city, her staff and her clients.

Dorothy has worked extremely well with our Community Improvement Department and Community Redevelopment Agency and other agencies, organizations and departments for decades—leveraging resources and providing a basic human need—housing– which is becoming more and more out of reach for far too many people in our society.

She’s just plain good.

So are many of the public servants who wake up every day, go to work and try their best to make Delray Beach a better place.

It’s largely because of them that it is.

The Housing Authority is one of those agencies quietly making a difference in the lives of their clients. From administering a Section 8 program serving over 1,000 families to a Family Self Sufficiency Program that promotes employment and financial literacy, the Housing Authority is a big part of the Delray fabric.

Stop by the new office building on 5th Ave. You’ll see a part of what Dorothy and her team are accomplishing.

Karen Granger

Karen Granger is another one of those good people.

She resigned last week after a great run at the Chamber.

Immediately, the rumor mill went into motion– as it typically does when someone leaves a high profile position.

Rarely, if ever, are the rumors correct.

As a long time board member of the chamber under three of the five people who have been president of that 92 year old organization, I can tell you that Karen did an excellent job.

The chamber is a beehive of activity and Karen and her staff and volunteers made it happen.

The Lynn University MBA program, entrepreneurs renting rooms, lively committee meetings, fun networking events, great speakers, industry roundtables—the list goes on and on.

I knew Karen when she worked at Levenger, but while I always liked her she became a friend and a confidant during her tenure at the chamber. She serves that role for many people in our community—not just old guys like me, but young entrepreneurs seeking to find their way in business and in Delray.

Karen is always there when you need her—I felt that way about Bill Wood too–only Karen has much better hair. In fact, Karen has hair…but I digress. I just miss roasting Bill. More than I think is healthy.

As I grow older—and worry about my own hair—I find myself feeling a whole lot of gratitude for the people who give their careers and free time to our home town.

They are the ones who make a difference—often times quietly and often for little or no glory. They certainly aren’t in it for the money or because it’s easy work or because they expect a payoff beyond paying their civic rent.

It’s easy to bloviate on social media for all to see. It’s easy to label, disparage, disrespect, dismiss and defame. It’s harder to build something. But it is much more fun.

Dorothy is a builder. So is Karen Granger.

They build people up…they are kind, loving, respectful and hard working.

People often ask me if I miss politics and the answer is no, I don’t like politics. I do however miss the opportunity that politics gives you to help people.

I appreciate people …the ones who help our community; the ones who look out for others and care for them as human beings.

I like working with people and for people.

I like saying thank you and crediting a team for a job well done.

So to my friend Dorothy, congratulations on your latest outstanding project. And to Karen, thank you for being you and for being a friend to so many. Roles may change—but friendship endures.

 

 

 

 

 

 

Lynn’s MBA in Delray: Only The Beginning

A most welcome addition

Last night was an important one for Delray Beach.

Quietly, before a few guests, the trajectory of our downtown might have changed forever.

That’s a big statement. I may be wrong, but let me try and back it up.

After months of negotiations, Lynn University will launch an MBA in Delray program focusing on entrepreneurship and marketing at the Delray Chamber. The one-year program will be offered at night and tailored to working professionals and entrepreneurs.

The move was announced a few weeks ago, but it felt real last night when a contingent of Lynn staff led by President Kevin Ross and Business School Dean Dr. RT Good told a small gathering of local leaders and entrepreneurs why they chose Delray and what the program will entail.

Folks, we have to make this work. Why?  Because if it does it changes the game and enhances the brand that has been fostered by a slew of Delray Beach visionaries and stakeholders since the mid-80s.

Dr. Ross and Chamber President Karen Granger see the MBA in Delray as an innovative model that chambers and universities can replicate across the country. It enables chambers to get needed revenue, enhance value for their members and grow local economies, while enabling universities to reach into communities and tailor programs to meet local needs and trends.

Dr. Good and the Lynn team have been hard at work designing a “different” kind of curriculum that promises deeper relationships with faculty, classmates and local businesses while focusing on leadership, hands-on projects and case studies.

For the chamber it enables a deeper dive into the world of entrepreneurship, a focus and passion for President Granger who has quietly but persistently nurtured relationships with a growing number of promising local entrepreneurs. Many were there for the Lynn celebration including Brian Niles of Rooster, Eric Bucher of Call Sprout and Project Runway’s Amanda Perna, who runs “House of Perna,” an emerging fashion design brand.

Delray and Boca’s emerging foodie economy was represented as well with catering by fabulous Farmer’s Table restaurant, which I think has enormous potential. (Here’s where I should plug my two food/beverage related brands Tabanero and Celsius, but that would be indulgent no? Wink)

All of this is to say, that this partnership may signal that Delray’s downtown and indeed its economy is expanding beyond food and beverage—and that’s a good thing. A diversified economy is a more resilient and sustainable model.

Many years ago, Delray made a conscious choice to lead with food, beverage, culture and festivals to jumpstart its moribund, dull and dangerous downtown corridor.

It was a smart move, brilliantly executed by many, many important contributors and risk taking entrepreneurs.

And it worked, remarkably well.

We have a vibrant, valuable, cool, and attractive and revenue generating downtown that looks and feels good.

Our restaurant “row” generates crowds, creates jobs and helped to change how people see Delray Beach.

Our cultural and intellectual amenities: Old School Square, the Delray Beach Library, Spady Museum, Sandoway House, Delray Historical Society, Arts Garage and historic districts make us a distinct destination which drives property values, tax base, quality of life and tourism which is another critically important industry.

Festivals have also played and continue to play a major role. Which is why it was incredibly disappointing to see the debate about their value so mishandled. It’s an opportunity missed because so many cities are building their economies and brands around festivals. It’s something that should be revisited and expanded beyond the myopic debate around cost and inconvenience. I’m not saying that cost and resident convenience isn’t critically important because it is, but most of those issues can be solved with creative planning and by examining the revenue side of the equation and the intrinsic value created by events.

The Delray Marriott, Residence Inn, Seagate Hotel, Hyatt, Fairfield, Crane’s Beach House, Wright by the Sea, Parliament Inn, the historic Colony Hotel, Sundy House and other properties are extremely valuable assets that drive our economy and brand. They don’t stay viable and valuable—if we don’t have a vibrant local economy with many parts working.

The Delray ATP and the many junior events as well as our golf courses and sports facilities are also important assets that can be grown, nurtured, promoted and leveraged to keep our economy sustainable and the Delray value proposition higher than most other cities—especially small cities. We compete for investment and jobs. And we’ve built a powerhouse of a charming little city.

Cities that work have many moving parts that have to work together in concert to create lasting value.

Delray—imperfect as it is, challenged as it is—has done that. Value has been created. Quality of life and place has been created. It is our job and our responsibility to keep it going and to create a city of opportunity for all.

Through my 30 years here, my community involvement and my professional life—I get to meet and work with many talented people who aspire.

Kids from Atlantic High School and Village Academy who want to come back to Delray and make a life here, City staff who went into public service to make a difference, startup founders whom I encourage, informally advise and ask for help myself on my business challenges, educators who care, non-profit leaders who perform miracles, established business owners who volunteer and invest here, retirees who mentor, artists who amaze and parents who want to see their children achieve the American Dream in a world that is increasingly complicated and fraught.

They want a Better Delray—they’ve wanted that for a long time and they’ve made and are making a difference.

So yes the Lynn MBA in Delray is very big news.

I know President Ross. He’s a friend. He’s a visionary. He and his talented team make things happen. So this is just a start.

But it’s an important beginning. A unique and innovative university is working with our Chamber of Commerce in our downtown—and the potential is enormous.

In his remarks last night Dr. Ross noted that he recently began talking to his teenage daughter about life after college (she’s still in high school). Does she want to come back to Florida? Of course, she does.

Where does she want to live?

Delray.

She’s not alone. So take pride. Something very special was built here and the best is yet to come.

Many people have worked very hard to catch your attention and create a place you and your students will want to be.

 

 

A Call For Servant Leadership

Last week, the Delray Chamber of Commerce wrapped up a four week session on civic engagement and leadership.

The 8 hour program was designed to share information with those who aspire to serve on city boards, take leadership roles in local organizations and or run for political office.

I attended three of the sessions and had the privilege of speaking at the last class. I found the participants to be attentive and passionate about Delray. The discussions were terrific and I think those involved found it to be a valuable experience. (Special kudos to Chamber President Karen Granger and Chamber COO Todd L’Herrou for their leadership regarding the program).

I’m one of those people who fervently believe in the transformative power of leadership.

I just don’t think it’s possible to succeed in any endeavor without leadership and I strongly believe that just about every challenge we face can either be solved or made infinitely better through strong leadership. Conversely, bad or corrosive leadership makes progress darn near impossible.

Leadership is the foundation for success and yet we don’t spend a whole lot of time teaching what it looks like and just as importantly what it feels like because great leadership evokes a certain feeling in a community, business, school or non-profit.

While we don’t seem to focus on leadership development, we do spend a lot of time lamenting the lack of leadership or the poor leadership we are often forced to endure. While good leaders create value, corrosive leadership is costly both in a financial sense and in emotional terms.

I wanted to share snippets of the last class because we are heading toward elections both national and local (in March) and it’s important to choose wisely. If we are well led, the sky is the limit, if we are poorly served we end up compounding our problems and missing out on opportunities. Here are some thoughts that were shared last week:

“When we talk about leadership here in Delray and nationally we never talk about love…but we should… because love is essential to leadership. If you want to be a good leader, you better love your city and you better love people…if you don’t, you won’t make it…you won’t resonate..and we need more leaders who resonate..

Connection is essential to leadership, empathy and passion for your city is just not negotiable…the best leaders touch your heart, they inspire you, they instill pride in the mission and they make you feel supported, appreciated, nurtured and yes loved…Now, I get that some of you will think that is sappy….and that’s Ok….but I would argue that over time people will forget what you did, but they will never forget how they made you feel. Leaders inflate, they don’t deflate…

If you make those you serve feel supported and appreciated you will be able to accomplish anything in your city, your business or your organization. But if you disrespect people, if you bully them, lie to them, fail to connect and fail to appreciate and involve them….you will spin your wheels and you will not be remembered fondly….your time in office will come and it will go…and you will have wasted what I consider to be a unique privilege and honor…to take care of your community, to move it forward and leave it better than you found it.

So I had a simple matrix for success…because being a commissioner or a mayor or a CEO or a board chair…is as complicated as the day is long….but if you want to simplify a complex job…the formula to determine success is pretty simple…

First, it is a job to do, not a job to have.

 To be effective, you have to be willing to risk your position to do what you believe to be the right thing…the commission’s  I served on and the people I worked with and for…were ambitious people. We wanted to make a difference…we wanted to deliver on the people’s vision….and we wanted to tackle or attempt to tackle what we called the big rocks…race relations….civic engagement, a master plan for the downtown.. we wanted to invest in our poorest neighborhoods and we wanted to take the good work done by prior commission’s on education and other important subjects and go even further…I think we did.

We moved the big rocks….but we didn’t solve every problem and we didn’t declare victory on ANY issue….even when Atlantic Avenue became a nationally renowned street, even when we moved the high school, dealt effectively with hurricanes and kept the community intact and safe in the wake of a racially charged shooting…We didn’t declare victory because in community building— in the world of cities and in the world of business— you are never done. And if you are complacent, you will pay a high price. Complacency is a killer.

So…if you have a vision it becomes easier to make the tough calls…because you have something larger than your personal preferences or political ambitions to link too….your citizen driven vision is your true north.

But even if you have hundreds of stakeholders who show up to forge that vision –you have thousands of citizens who don’t show up— and as soon as change is proposed you will be guaranteed to hear from them…and it’s usually not because they are thrilled with the change…

At that point, you have a choice…do you risk it? Do you do your job or do you cave ….or just as bad…. do you play dodgeball and kick the can down the road?…

Remember, It’s a job to do, not to have….so I would argue that you go for it, you stay true to the vision because that is more important than your next election..

My other success gauge is also very simple… I’m going to let you in on a little secret.

I believe this secret is the key to being a successful local elected official.

Ready. Here it is: if you support, encourage and help those who work, invest and volunteer for your city you will succeed. You will get things done and you will be appreciated by the people who make your city work. If you make those who work, invest and volunteer unhappy and or cater to the complainers you will fail and in many cases the complainers will turn on you as well.

Pretty simple eh?

But you’d be surprised (or maybe you won’t) by how often this pretty basic formula is violated.

Fearful of losing their seat or willing to say or do whatever gets them applause from the loudest voices, we often see elected officials make bad decisions to gain favor with the loudest voices in the community while abandoning the most important voices which are often not the loudest, just the smartest.

Now that does not mean you don’t listen to everyone…especially the critics. They may have something to teach you and you need to listen.

But…chances are the best advice is going to come from those in the trenches….the ones who are hard at work in your city.

Most of those folks, may never come to a meeting, they are trusting you to do the right thing….that’s your job and they should be able to live their lives without having to sit through 6 hour meetings…many times the mayors and commissioners I have known would have called on these people to get their input well before a crucial vote…so while it’s always nice to see friendly faces…your vote should not depend on a nose count at the meeting, it should depend on your judgment on what is right for Delray Beach…not what’s right for you or the optics of the night, but what’s good for the long term health of the city.

 

My goal when I completed my term was to have the support and respect of those who were hard at work building and improving this community: the volunteers, the folks serving on city advisory boards, the ones who showed up at charrettes, who run businesses, invest here, give to local charities, work with our kids, lead their neighborhood associations and yes work for our city….that was my team and I saw my job as to help them succeed and to allow them to aspire…”

 

We gave some examples of people who are passionate about the community and how it’s important to nurture that passion.

“Because without love there’s no commitment: we commit to, we fight for and we protect and cherish what we love….your goal as leaders is to find people who love Delray, they are not hard to find if you open your eyes…because if you find them and you serve them…you cannot fail…because they will do wonders for the community.”

Tone matters too in leadership. Civility will never go out of style.

“You can be constructive or destructive…that’s your choice on every issue and with every encounter…This is what I think works….I’ve seen it work. Many mayors led with compassion and strength—all in their own unique way.

It is all about people…we often times forget that…we need to connect, we need to care for each other and we need to find a way to compromise and respect one another…if you do that you succeed as a leader and we all win…you’ll leave a better city….”

We ended the evening with a call to action: stay informed, get involved and find a way to serve and give back. True leadership is servant leadership.

“I’ll finish with 7 traits that I believe are necessary to be successful in leadership…you need all 7, because if you are missing any you won’t succeed.

They are: Integrity, vision, passion, emotional intelligence, a thirst for knowledge, courage (because you will be tested) and judgment. Think about that list, which one can you do without?”

I hope the chamber continues to provide these types of programs. They are important for our community and for our future.

In Praise of the Delray Chamber

Editor’s note: We are off to Las Vegas on business (really) and we’ll be back next week with some new posts. But if we don’t return, it’s because we won big at the tables (boardroom tables) and we have bought an island. Have a great week.

You could feel the enthusiasm as soon as you walked into the room.
These are good times for many local businesses and the Delray Chamber is once again at the forefront of commerce in this city.

A large crowd gathered Friday night at the Delray Marriott to honor its best and there was genuine happiness and appreciation for the talented business people in the room.
Under the leadership of President Karen Granger and the hard work of a happy staff, the Delray Chamber is back to doing what it does best: creating a sense of community among local businesses through networking, advocacy, programs and events.
Chambers of commerce can seem old fashioned in today’s high tech environment. But there is still a need for local businesses to know one another and to support each other. As a result, chambers still have an important role to play in communities.
Boca’s chamber has long been the gold standard of local chambers– flush with members and resources.
In Delray, the chamber has always been a little less corporate and more small town in its style and approach. But it seems today that the Delray chamber is both honoring the warmth of its past (the organization is marking 90 years) and moving boldly into the future with outreach to younger professionals and tech companies.
The Chamber is also recognizing and working closely with local non profits, has always sought a close relationship with the city,  and is championing collaboration, smart growth, intelligent debate and strong schools.
It’s a compelling mission.
And an important one too.
As Delray changes, there is a desire to honor and preserve its rich history which is critically important. But there is also a desire to “round out” Delray’s compelling list of attributes in order to make its success sustainable.
The chamber– which has always supported arts and culture and food and beverage– wants to grow and diversify the economy by nurturing entrepreneurship, encouraging a nascent fashion cluster, strengthening retail and promoting office development.

There is also a strong desire to look beyond the downtown to places like Congress Avenue, the Linton corridor and areas west of the city limits. There is also a push to work with neighbors and be a larger player in Palm Beach County and South Florida.
It’s going to happen. Why? Because there is passion and talent and when an organization aspires great things happen.
Great cities need strong schools, safe neighborhoods, quality housing, good government, involved citizens and a thriving business community.
Business is not a special interest. It’s a stakeholder; an essential piece.
As I saw the best and brightest win awards last week while mixing and mingling with each other I couldn’t help but get swept up in the moment. When business is strong, so is the community.
Our chamber deserves a round of applause for its role as a resource, convener, advocate and friend to all of Delray. We are a greater Delray Beach as a result.

 

A Village is a Port in a Storm

There was a homicide in Delray Beach a few weekends ago.

A 26-year-old man was shot and killed outside a community market on our Main Street, in our downtown. His name was Jamar Gabbage.

The shooting happened not far from our “gateway” feature, in the 1100 block of West Atlantic Avenue; the entrance to our downtown.

Last week we learned that three people died after overdosing on heroin within 24 hours in Delray.

The same day this story led the local news I saw a young man on a bike heading toward A1A screaming at passersby. I wondered whether he was ill or under the influence of “flakka”, the new scourge that is laying waste to young minds. This week came more news of someone allegedly under the influence and violent requiring several police officers and a K-9 to subdue.

But when I stop by to visit friends at a local restaurant the talk isn’t about murders or what to do about substance abuse. The talk is about “A frame” valet signs and whether a part on the beach pavilion is rusting.

When I browse social media I read about change and how sad it is to see a chain store downtown. Valid concerns, but definitely first world problems, I think to myself.

Then I read about an unattended death at a local rehab and see a slew of insensitive comments.

And I feel sad.

These are people we are talking about.

Someone’s dad. Someone’s child. Someone’s friend. They are not “cancers”, they are people.

I see a lot of lost people in our city. I see them outside the local Walgreens and watch them slowly cross a parking lot in front of my office on Lindell Boulevard.

Some are homeless and worn, like weathered driftwood. Others seem cooked with vacant thousand yard stares as they make their way across streets only to disappear in crevices.

We have it all here.

Mansions on the water.

Craft cocktails.

Fancy cars.

Valet parking.

Big Boats. Expensive private schools. 100 foot Christmas trees.

We also have murders.

Drive by shootings.

Kids whose parents beat them. People suffering from cancer and dementia. Heroin. Homelessness and drug deals done in alleyways.

It’s there for all to see in the village. If we care to look.

When I drive through town I have memories everywhere. That’s what happens when you’re anchored in a place for a long period of time as I have been in Delray—happily.

I remember being able to seeking solace in people whenever the going got rough.

On South Swinton there was Father Stokes. Chip, he would insist you call him.

He became Bishop of New Jersey.

But before he left he was a confidant; a trusted partner.

He cared about the poor people who lived just west of his church. When you talked with him you could see his passion about education, social justice and racism. Before he got his post in New Jersey he was up for another big job in the church.

A team of senior church leaders came to Delray to discuss his work in our city. I was asked about Chip’s work in the community and when I began to answer I noticed that I was choked up describing the care and leadership he provided. I realized that if he left, he would leave a gaping hole. He didn’t get that job but a few years later he got an even bigger one.

And you know what? We miss Chip Stokes’ leadership, courage and ability to focus on what was most important.

On Lake Ida Road, there was Nancy Hurd who spent decades loving the poorest children in our village at the Achievement Center. Nancy was always a port in a storm. On the darkest days, the days when I couldn’t sleep because I saw images of a 15 year old boy in a casket I knew I could visit Nancy and she would hold my hand and together we would visit pre-schoolers with their smiles, hugs and hopes. By the time you left, you had hope in the future. It wasn’t that reality changed, but in that corner of the world you could see goodness and love.

On North Swinton, at Old School Square there was Joe Gillie and Frances Bourque who were always excited about the arts and about serving children by exposing them to culture. Their passion was infectious. You wanted to sign on to their mission immediately and we did.

Years later I would sit on an interview panel and listen to 17-year-old Stephanie Brown talk about her love of photography stoked by a class she took at Old School Square. She would become one of our first set of Dare 2 Be Great Scholars. A year or two later she was named one of the top young photographers in Savannah where she excelled at the Savannah College of Art and Design. But for that class…it might not have happened.

Near Pompey Park, lived the Pompey’s, lovely people, educators, community builders whose love of this city made you fall in love too. Their history was painful; fighting for the right to go to the beach, better schools and parks and for local children denied opportunity.

On the southwest side, you could sit with Mrs. Wesley. Libby to some…and she would sing to you or read you a poem that left you a puddle. Libby was beauty personified. She believed in Delray. She believed in young people. She believed in roots. She inspired everyone.

At City Hall, you could pop in and feel the energy of achievement and pride. In the clerk’s office were Barbara Garito and Chevelle Nubin and lots of happy faces, Sue and Jim and others. There was DQ and Lula and a busy planning department with smart people like Ron Hoggard and Jeff Costello who could figure out any problem you threw at them. And we did. We threw a lot their way.

And there was tough Paul Dorling, who could be disarmed with a joke.

Perry held court at Boston’s and Bill at the Chamber. Lori could be found at the market and Nancy was always planning a festival.

Solace; everywhere you looked.

Pame, Jen, Evelyn, Skip, Bob, Cathy B, Susan, Kerry, Rachel and Tom Fleming in the Grove. Mrs Gholston and Miss B.

A village.

There were murders and drugs. Always. There was crime and blight galore. Businesses went bust. People said rude things.

But we were a village.

Always a village.

I’m not sure if those same havens exist these days. I hope they do and I suspect they do. Many of the players mentioned above have moved on in life which is what happens, but I’m sure they were replaced by others who are caring as well.

My wish is that current and future leadership seek advice and solace. You can’t do these jobs on social media, as great as Facebook is. And you can’t do it walled off somewhere in a vacuum. It’s only a village if we talk to each other. And listen—with empathy.

A few weeks ago, I got a call from Tom Lynch’s assistant Paula Post asking if I would be interested in being part of a tribute video for Tom being produced on behalf of the Chamber of Commerce.

The chamber honored Tom last week with a much deserved “Lifetime Achievement Award” and the Red Pepper Group was tasked with recording a video that would try and capture Tom’s influence and contributions to Delray Beach.

I was honored and jumped at the chance to join Tom’s sons Brendan and Connor and Business Development Board CEO Kelly Smallridge on the video.

But then panic set in.

How can you sum up, in two minutes or less, Tom’s profound influence on the development and creation of modern Delray Beach? After all, if not for Tom, I’m not so we’d have a website devoted to Delray, because Atlantic Avenue and Delray Beach was a far different place when he became the founding chair of the CRA in 1985 and mayor of Delray in 1990.

Sure, there are many authors to the Delray success story, people we have mentioned on this blog who have done great things in areas ranging from the arts and business to government and philanthropy, but few who have left his lasting imprint.

Real Leadership Lasts

The real question then was why? Why was Tom Lynch–who served as mayor for three terms then went on to the School Board for 8 years before becoming mayor of the tiny Village of Golf –so important to modern Delray?

After all, he has been gone from office for 18 years, a lifetime in local politics and yet, smart politicians, entrepreneurs, economic development experts and others still seek him out for advice even if they have to search for him in Biltmore Forest N.C., where he spends a lot of time these days.

The answer, in my opinion, was because Tom stood for and implemented ideas and principles that set the stage for much of the success that Delray has achieved since he served on Mayor Doak Campbell’s Atlantic Avenue Task Force 30 years ago.

Sure he accomplished a lot of concrete things during his active years in Delray Beach. Among them:

•             Successful implementation of the pivotal Decade of Excellence Bond which beautified Atlantic Avenue among other important projects.

•             The decision to build a tennis stadium downtown to attract the Virginia Slims to Delray. While the Slims didn’t last, the Stadium did; eventually attracting an ATP event, major junior events, the Champions Tour, Fed Cup and Davis Cup. The decision to build downtown was an important branding decision for Delray giving the city international publicity and attracting people to Delray at a time when crowds were not the norm.

•             Successfully launching the CRA, which has become a major economic development tool for the city ushering in millions and millions in private sector investment.

•             Winning the first of Delray’s two All America City Awards in 1993, a major recognition of the city’s progress. A year later, Florida Trend Magazine named Delray the best run town in Florida.

And there were more accomplishments, but while important, over time people forget who did what and Tom was never the type to seek credit anyway.

 But what lasts are values and principles and that’s the “secret sauce” that separates a Tom Lynch from others who hold titles such as mayor. People come and go in these positions, but values and principles tend to last and if you stray as a community they can serve as guideposts to get back to where you need to be.

So what were those values and principles that Tom championed before, during and after he left office.

•             Delray should come first, before personal agendas and egos.

•             The job of an elected official is to do the right thing regardless of short term political considerations. Don’t kick the can down the road, think long term and have the courage to act.

•             Appointments to city advisory boards are important, take the time to put the right people in the right spots because they provide the commission with the advice they need to make decisions. Don’t reward friends or political cronies; look for people who have the skill sets to add value. P.S. if they perform they can become your future leaders.

•             City Commission is not an entry level position, it’s important for candidates to have experience in this community before you entrust them with the public’s purse and important decisions. Do they work well with others? Are they single issue candidates? Do they do their homework? Are they willing to make tough decisions or do they just want to cut ribbons and ride in parades? Tom taught us to ask those questions and more.

•             Government can run like a business by being responsive to customers, entrepreneurial, efficient and fiscally responsible with taxpayer money. Like businesses, cities should make investments that yield returns, such as in the arts, sports and culture.

•             Government should not impose answers but act as a facilitator to assist  businesses and or resolve disputes and issues between neighbors.

And there are more, many more values and principles that Tom’s leadership epitomized.

So that’s what I thought of when I walked into the Red Pepper Group’s studios and tried to give my two-minute testimonial.

Times Have Changed

When I moved here as a 22 year-old reporter in 1987, Delray was a far different place. There were few restaurants, virtually no nightlife, lots of vacancies on Atlantic Ave and a tremendous amount of crime and drug dealing. The politics were divisive and City Hall was suffering from instability and turnover. By the time Tom left the mayor’s office in 1996, Delray was well on the way but still had a long way to go. That’s the other lesson he and others imparted: cities are never done; they are always works in progress. But Tom’s under stated but strong leadership gave Delray its confidence back, we were a community that worked together, that acknowledged its problems and were willing to try innovative strategies to find solutions. We were no longer Dull Ray, the poor neighbor of Boca where nobody wanted to be, but a town on the rise that believed in itself.

That’s what great leadership does, it engages, unites and excites stakeholders and leave you with hope for a better tomorrow. And so it was. Great leaders touch people and leave a mark.  They make us think about what we can become and they lead the way despite the obstacles. Tom Lynch’s brand of leadership continues to pay dividends.

Note: Last week, YourDelrayBoca.com co-founder Jeff Perlman was invited to speak at the Delray Chamber of Commerce’s annual new teacher breakfast. The breakfast focuses on education and allows local principals to introduce their new teachers to the business community. In honor of the first day of school, here’s a transcript of the speech.

“I’d like to thank Karen Granger and the Chamber for inviting me to share some thoughts with you this morning. I’d also like to thank all of the educators in this room for taking the time out of your busy schedules to be here.

 It’s important that you share the challenges that you face and the opportunities you see with the people in this room. Together, we may be able to meet some of those challenges and seize some of those opportunities.

I’m going to start off by making a big statement…but I think I can back it up.

So here goes…

There is no city in the state of Florida that has done more for its schools than the City of Delray Beach.

 

That’s a big statement…but I make it proudly and confidently, because I know what this city has done: Nothing Short of a major investment of time, personnel, money and political capital so that our schools and our children can have a better chance at a successful future.

This morning I’m going to give you a very brief overview of this city’s involvement in education over the years and also outline some future opportunities that I see and hope that we will pursue as a community.

First, I think most of us can agree that there is no more important pursuit in a community than education. It is the answer to just about all of our problems and the provider of just about all of our opportunities. Whether it’s redeveloping blighted neighborhoods, creating jobs, curing illness or healing a city—the strategy must always include education.

So to those who say that cities such as Delray Beach should mind their own business and not be involved in education, the answer is not on your life. It’s too important and it really does take a village to raise a child.

So with that belief in mind, Delray Beach, the city, needs, deserves and requires a seat at the table when it comes to educating our children.

And here’s why …if you are an educator… you want us at that table; Because Over the years we have had very good table manners, literally spending millions of dollars of taxpayer money to support our local schools.  $11 million at last count.

From investing in strategies to save Spady Elementary School  and insisting on a gifted program at Banyan Creek, to supporting IB programs at Carver and Atlantic—the city of Delray Beach has been there, with dollars, political support, ideas and strategies.

We even moved a high school because we thought it was important to have a modern campus with career academies and enough capacity to bring some of our children home to attend school here in Delray.

This is a city with a rich and storied history of supporting its kids, our teachers and their principals.

Starting with a program called Sharing for Excellence in the late 80s, we have proven time and time again that when we rally our community around the educational needs of our children, we are at our best.

In the 80s and 90s, our vision called for better programs and facilities and as a result we helped to save Spady with a Montessori magnet, enhanced Carver with a middle years IB and saw Orchard View planned and built a decade later.

When two members of our Police Department approached us with an idea for a charter school, we wrote a check and seeded that school which became Tomorrow’s Promise. It closed after a decade or so, but before it did, Tomorrow’s Promise touched hundreds of lives; and lowered crime in our city.

After the new high school opened, we dedicated police officers to the Criminal Justice Career Academy and our CRA financed real estate so that students in the Construction Academy were able to get hands on experience building a home and improving a neighborhood.

Village Academy exists because a neighborhood got together week after week after week and envisioned a better future—anchored by a school. And there’s more—Plumosa has been reinvented with the help of the city, business leaders and parents. Pine Grove is seeing improvements in its academic performance thanks to the energy of a young principal who works closely with local business leaders to fund some basic needs of students. But it wasn’t always that way.

When I moved to Delray in 1987, realtors talked about something called the Delray Dilemma…they were unable to sell homes because the reputation of our schools was so poor that young families, fled to West Boca and West Boynton where the district was building new facilities.

A weak town would have given up, but not this city. Historically, this city has come together to face its problems and we have always, always solved them.  If you want to know the difference maker in Delray, the secret sauce, that’s it folks.

 It’s not a complicated theory…but it takes hard work and courage to acknowledge problems, build consensus, work together for years and put your head down until it gets done. Visioning is important…you have to know where you’re going—but this is a city that gets results. And often those results lead to benefits you don’t immediately see, they accrue over time.

The move of Atlantic High is an interesting example…It allowed the district to add Career Academies and enabled us to stop busing hundreds of kids out of town, but  it also gave us Bexley Park, two new public parks, the Seacrest Soccer Complex and land for a new Plumosa. Was it controversial, you betcha. Did it pay dividends…yes and for decades to come.

So the history is rich and I can go on, to discuss Beacon Programs and partnerships with the Delray Center for the Arts and how Janet Meeks and I met for lunch many years ago at the old annex and discussed her idea to create a position in city government dedicated to education. We did. We were the first city to do that and Janet has done remarkable things.

But I think the important takeaway, especially as we enter a new fiscal year, is the philosophy that great cities invest and reinvent in themselves.

We didn’t have to do any of those things—but this city has never been just about providing the basics. This city has been about engaging our citizens, developing a vision and investing in our future.

We have a rich history of bringing those visions to life and we should not give that up without a fight.

We would not be the Delray Beach we have become if we didn’t make those investments.

But like every investment, you seek a return.

So I’ll conclude with some investments I think we should be making in the future.

First, we need a strategy to provide opportunities for our children to come back home after college to lead, grow and contribute to this community. We have done a good job with food, beverage and culture. We have created an environment attractive to entrepreneurs but we do not have the creative space they need to thrive.

Morgan Russell and I co-founded a foundation that is mentoring and providing scholarships to some of our most talented kids…it’s called Dare to Be Great. Being involved with that group has opened my eyes to the talent that exists right here in this community. Young people who are overcoming some amazing odds to excel…we owe it to them– as leaders– to create an environment of opportunity so they can come back and build the future. So how do we create a city of opportunity, so appealing that our kids will want to come back…

Well..

We should be teaching entrepreneurship in our schools, whether kids grow up to be entrepreneurs or not, the skills they will learn will serve them wherever they land. Hopefully, they’ll start and grow their businesses right here.

We should be investing in programs like Girls Who Code or Code Academy, to make sure that our students have the skills needed to compete and win in the 21st century.

We should be pushing-and I know we are—for an arts magnet at Carver. But that effort should be a community wide one…When this community works together, it succeeds. We’ve never failed to achieve the vision we set out to accomplish when we work together. Let’s start a campaign for a middle school of the arts.

We should be teaching leadership at all levels, alongside the basics.  Our community, every community, needs better leaders. We need to begin teaching these skills in our schools, perhaps Delray can become a national pacesetter in leadership education. It was Lincoln who said “the philosophy of the school room in one generation, will be the philosophy of government in the next.” We can sure use a few Lincolns…at all level of government.

We should continue to make strategic investments in select non-profits that serve youth whether its art classes at Delray Center for the Arts or children’s programs at the Arts Garage.

 In our work at Dare 2 Be Great, every single student we’ve interviewed has mentioned a community program that they experienced that turned them on…whether it was Atlantic High graduate Stephanie Brown who took  a photography class at Old School Square and turned that into a career or Joseph Elisma who came to Delray from Haiti at age 9 with just his father and the shirt on his back. He walked past gangs and temptation every day and ended up as an IB graduate from Atlantic. He was inspired by Atlantic’s criminal justice academy and wants to come back to Delray to protect and serve this community, his community.

Or Ian Mellul, who got involved with our youth council and decided that he wanted to devote his life to public service…he was a White House Fellow this year…and he’s measuring the drapes in the Oval Office…because he wants to be President.  Remember that name, Ian Mellul, he was inspired by this community and the investments we made. We have to keep making them, they make a difference.

We’ve never been about the lowest common denominator in Delray…a core value of our city has always been having a vision, investing in it and working together to achieve the dream.

Last week, Joe Gillie called me and asked if I wanted to have lunch with Libby Wesley…that’s a name all of us should know.  We throw around words like legendary and greatness all the time…well Libby is truly legendary…she is truly great. And she was an educator….who touched thousands of lives during her career and in her later years through the Roots Festival, which celebrated education, culture and art.

When we used to meet at City Hall  Mrs. Wesley  talked to me about a covenant; a bond, a pact made between people who want to see a city thrive so that all people could seize the opportunities created by a vibrant city. Whether it’s a job or a chance to go medical school or a place to experience art; community has to work for all if it is to work at all. I will say that again, community has to work for all if it is to work at all. And It begins and ends with education.

I’ll close with these words from Nelson Mandela, because they are so true and so important… we need to live and breathe these words: “education is the most powerful weapon you can use to change the world.”

We’ve changed Delray through our investment in education. There’s a more work to do.  Let’s go change the world.
