Not Your Average Joe…

Joe Gillie was invaluable to Delray’s three All America City wins.

I’d never thought I’d have to write about Joe Gillie in 2021, five plus years after he retired after a terrific 23 year run as the president of Old School Square.

I thought I might want to write about him, because he’s a great guy and one of the biggest contributors to Delray’s modern day success.
But I never thought I’d be in a position of feeling compelled to defend him and his contributions.

For the record, Joe doesn’t need my help and didn’t request that I defend him.

We are good friends.

I care about him and he’s been good to my family.

But Joe is more than capable of defending himself. He doesn’t need me.

Yet I feel compelled to share with readers how special I think Joe is and how remarkable I and many others think his contributions have been.
He’s given an awful lot to this city. An awful lot.

Let me share just a few highlights.
He ran our community’s cultural arts center for 23 years—providing stable leadership and deftly spinning lots of plates in a busy and complex town. That’s no small feat.

Over that time, he oversaw the creation of an arts school, managed a rental facility, programmed a theater, launched a pavilion and threw his heart into the creation of a museum. He was deeply involved in managing the grounds of the campus, welcoming festivals, markets, an annual holiday celebration and played a lead role in producing First Night, a New Year’s Eve celebration that welcomed thousands of families every year.

He was the driving force behind three All America City Awards and in his “retirement” remained involved in education efforts such as the award winning and hugely important Campaign for Grade Level Reading.
He was Delray’s ambassador, traveling to and fro. singing Delray’s praises and welcoming thousand and thousands of people to the OSS campus over his many years of service. He even went to Tanzania to represent Delray during an official visit to our sister city Moshi.
He did it all with humor, intelligence, civility, style and a southern gentility that charmed everyone who crossed his path.

Along the way, he interacted with the business community, local schools, artists, musicians, philanthropists, politicians, visiting dignitaries and other non-profits. He did it all with grace, humor and style. He loved this community and this community loved him back.

Joe is a good man.
A very, very good man.
Of course, nobody is above accountability but for 23 years he survived the scrutiny of the public, the press, auditors, funders and City Hall. He served many masters—very well. His performance and value to our city has been indispensable.

He’s responsible for millions of smiles and he’s deserving of our respect.

But today, years after the last of his many retirement parties (he was so popular he had many) my friend finds that he’s being questioned over his stewardship of OSS and a modest retirement stipend he earned that was provided by donors.

I find it sad and more than a little distressing. But I am not surprised.

We are doing a good job of devouring our legends and civil servants in Delray these days.

Here are a few examples. There are others.

My friend Michael Coleman was a fine police officer. He embraced community policing and rose through the ranks to captain before being reassigned to city hall as director of community improvement.
Today, he’s suing the city after losing his job under dubious circumstances. He was kicked to the curb unceremoniously after repeatedly being singled out for good performance.

Same thing happened to my friends Jennifer Costello and Donna Quinlan, who worked for the city for a combined 70 plus years.
Both were amazing city employees; dedicated, loyal, competent and proud of the city they served.
In the end, they were put out to the curb like so many others. Like too many others.
It’s shameful and depressing.

There was a time when kindness ruled this town; when working or volunteering here was a joy not a risky endeavor.
Which brings me back to my friend Joe.
I’ve known Joe for close to 30 years. I believe in his vision, his character, his essential goodness and his talent. We were blessed that he devoted a large chunk of his career to this town. He had options, talented and kind people always do.
I’m glad he found Delray and stayed here.
I know he gave a lot to this place and that he loved working here.

I hope he still feels that way. As someone once said: “G-d have mercy on the man, who doubts what he’s sure of.”
I hope that Joe doesn’t harbor any doubts.

I know a few people who are consumed by doubts.

In their sadder moments they have confided in me that they have “wasted” their time here. I get it. But it’s not true.
This too shall pass. We will regain our footing and we will thrive again.
We will surely thrive again.

We simply must.

The Arts Garage: Fulfilling Its Vast Promise

Unique experiences such as a reading and “playwright talk back” distinguish Delray’s Arts Garage.

When Marjorie Waldo took the reigns of The Arts Garage three years ago the organization was in crisis.

While The Arts Garage had earned a lot of applause  for its edgy programming and for presenting a wide range of jazz and blues artists in an intimate setting, the organization had become a political lightning rod with messy finances.
Enter Ms. Waldo.

Thanks to her leadership, a stellar board of directors and a dedicated corps of volunteers today the Arts Garage is on solid footing and is no longer a political punching bag.

When Ms. Waldo, a former school administrator, came aboard one of the initial “fixes” was to cancel  the theater season, a necessary financial decision but not an easy one for someone who has a degree in theater from the University of Virginia and is passionate about the magic of the stage.

So I was intrigued when I saw tickets go on sale for “The Monroe Doctrine”, a new play by Mark Scharf (remember that name) a celebrated American playwright.
Was theater making a comeback at the Arts Garage?
Yes, but in a wise move, the Arts Garage will dip it’s toes back into the theater world in a measured and financially sustainable way.

“The Monroe Doctrine” was a play reading, featuring a very talented cast of local actors. It was not a full fledged production with sets, producers, a full run etc.
The reading was a great success. The play is wonderful, the audience was engaged and the playwright was there to answer questions and share insights. In short, it was a unique experience. Intimate, unique and special.
This is how theater could work at the Arts Garage.

Perhaps readings, new works, playwright “talk backs” and opportunities to talk to the cast is the formula for success.

The Arts Garage has a wonderful “black box” theater nd there is clearly an audience for smart plays and readings.

So keep your eye on The Arts Garage. The organization remains an important player in Delray’s arts and cultural scene.

Many of the people in the audience were acting students at the Arts Garage which was a cool footnote. (I always wanted to act, but I have a face for radio).
After all the turmoil and tumult, it’s heartening to see The Arts Garage emerge on sound footing and firmly focused on the mission with an engaged leader who clearly loves her job.

Ms. Waldo is a former school administrator, I got to know her when she ran the Youth Enrichment Vocational Center, an innovative charter school founded by two close friends from the Delray Beach Police Department Johnny Pun and Fred Glass. As an educator, Marjorie has the requisite mix of warmth and passion mixed with an ability to manage what can be at times an unruly environment. It’s a great skill set to run an arts organization.

Still, while the finances have improved, this is a non-profit we are talking about. One that relies on the good graces of our Community Redevelopment Agency (CRA), the city and generous patrons.

So if you’re looking for a cool and important place to invest your time and charitable dollars, you may want to consider this wonderful organization.

State of the Arts

Arts Advocacy Day was a few weeks ago.

If you missed it, don’t worry most of us did.

But the day gives us a chance to assess the state of the arts and the important role culture plays in our community.

While there is some question about federal support for the arts in Congress, it appears states and cities are doubling down on their investments because they see—rightly—that the arts serve as an important economic development tool. In fact, one could argue that both Boca and Delray’s “edge” comes from a burgeoning arts scene.

While food and beverage have played a significant role in Delray’s renaissance, the arts made it possible for restaurants and other businesses to succeed. Old School Square was the catalyst for Atlantic Avenue and the many festivals and special events helped to create Delray’s vibrant and valuable brand.

In Boca, technology, education and medicine (MeduTech) are big factors in the city’s success, but layer in a robust arts and cultural scene and suddenly you have a city that is hard to compete with.

The arts create quality of life and place. The arts drive value and create and attract jobs.

Across America, states are investing in culture.

According to research by the National Assembly of State Arts Agencies (NASAA), State Arts Appropriations increased in Fiscal Year 2017 including in Florida where the Governor and legislature have been battling over funding for tourism (Visit Florida) and economic development (Enterprise Florida).

Nationwide, legislative appropriations to state arts agencies increased by 8% in 2017, according to NASAA.

After a small decrease in state arts agency appropriations last year, FY2017 continues a trend of post-recession growth. State arts agency appropriations experienced a 20-year low of $260.2 million in FY2012. Between FY2012 and FY2017 these agencies gained $108 million. For FY2017, state legislative appropriations total $368.2 million, equating to an investment of $1.13 per capita. This is the third year in a row that state arts agency legislative appropriations have been above $1.00 per capita.

“State arts agencies address critical needs for American communities,” said NASAA CEO Pam Breaux. “They utilize the creative power of the arts to strengthen the economy, rural development and education. They help preserve American culture, heritage and traditional practices. They support our military service members and help heal our veterans. State investments in the arts help leverage an additional $11 billion in local and private support for these causes. You would be hard-pressed to find a better return on investment.”

Indeed.

Florida’s support for the arts went from $38.88 million in 2016 to $43.65 million, a 12.3 percent increase, well above the national average.

Delray Beach and Boca Raton have both used the arts to create value and drive economic development efforts.

Boca’s “Festival of the Arts” is a signature series of events featuring nationally known artists and writers.

Mizner Park garnered public support when it was first proposed by promising an arts and cultural component and both Lynn University and FAU have invested heavily in arts programming and venues.

Boca is also blessed with “The Symphonia Boca Raton”  which bills itself as “South Florida’s World Class Chamber Orchestra” and the city also has the Boca Ballet, Harid Conservatory and several impressive arts galleries and museums.  Not to mention a non-profit children’s theatre (Sol Theatre) and a vast array of film, literary and music events at the Levis Jewish Community Center.

Delray has also made a splash with its arts and cultural offerings.

The revitalization of the city was launched by the renovation of Old School Square which catalyzed downtown Delray and changed the city’s narrative from dull and blighted to vibrant and cool.

Newer offerings such as the Arts Garage, Spady Museum and a new library on West Atlantic Avenue were investments that have yielded return on investment in terms of city branding, crowds and buzz.

The city’s many festivals have also contributed to Delray’s economy and brand. Last weekend’s 55th annual Delray Affair– the city’s signature event– has in its roots a juried art show.

Across the country, many cities have chosen to invest in arts and culture in an effort to increase awareness, attract residents, tourists and businesses.

Of course, the public investment needs to be leveraged by private support, which Boca Raton has done very well and Delray still struggles with.

As for cross-border cooperation—it seems like it’s sometimes hard for organizations in the same city to collaborate, which makes the Boca Cultural Consortium all the more impressive.

Regardless, the arts are an important driver for the local economy. And evidence shows that the role of the arts may grow even larger in the future.

And that dear readers is a good thing indeed.
